Kualifikasi professional:

  • Minimum 3 years experience in development work with international NGOs.
  • Minimum 3 years of experience managing WASH projects.

Education:

  • Bachelor’s degree in any major. Prefer environment engineering
  • Knowledge, Skills, and demonstrated Behavior: Core and Functional Competencies required for this job with level (i.e. proficient, knowledgeable, or aware).

Core competencies:

  • Strong advocacy, negotiation, and presentation skills.

Job Description

WASH Officer at the District level will be responsible to project implementation, technical support, monitoring, and networking of the STBM program.

Typical Responsibilities – Key End Results of Position:

  • Assess the water quality in each water facility built.
  • Enter into an MOU with the district government.
  • Responsible for carrying out and overseeing data collection of beneficiaries to achieve the project’s target period.
  • Establish close coordination with local government agencies and District Pokja AMPL
  • Ensure pieces of training, workshops, and coordination meetings that involve local governments are conducted at the district level.
  • Responsible for advocacy activities targeting local government in order to reach project objectives including establishing STBM district strategic planning, policies, and budget allocation.
  • Become HFH Indonesia’s point person at the district level for STBM project implementation who coordinates all government agencies and other stakeholders including media and universities in order to reach the project’s objectives.
  • Together with Koperasi / Bank to develop a strategy and approach for sanitation marketing and implementing sanitation marketing activities at the district level.
  • Engage local NGOs at the district or provincial level to be involved in all key activities within the STBM project.
  • Supervise the implementation of project activities and ensure that the implementation is in line with relevant standards and humanitarian principles.
  • Act in a way that is sensitive to gender, local culture, traditions and the environment, and other important cross-cutting concerns.
  • Involvement in the process of assessment, planning, and M&E.
  • Working together with other program teams when necessary.
  • Liaise and coordinate with local government partners and community members in the design, implementation, and work schedule of program activities.
  • Form, train, and supervise the Watsan committee.
  • Report monthly to Advisor on progress and highlight any specific areas that require the Management Team’s input.
  • Share best practices with other colleagues/programs.
  • Design and deliver technical training related to clean water facilities to community members (cq. water committee)
  • Supervise the Watsan installation process with the community members.
  • Responsible for coordination meetings that involve local governments (district, sub-district, and other stakeholders related to STBM is conducted at the sub-district level,
  • Responsible for advocacy activities targeting local government in order to reach project objectives including establishing STBM sub-district strategic planning, policies, and budget allocation at sub-district and village levels to mainstream STBM, both APBD, Dana Desa, BOS, and BOK.
  • Responsible to manage project budgeting and spending at the district level to comply with project financial and activity plan.
  • Responsible to sanitation
  • Responsible to develop strategy and approach for sanitation marketing and implementing sanitation marketing activities at the sub-district level.
  • Working closely with puskesmas and posyandu cadres
  • Build a water committee work team in the community.
  • Screening water committee candidates.
  • Directing the water committee in the water and sanitation construction work according to the agreed design and ensuring the quality of the work meets the set quality standards.
  • Supervise the construction of water and sanitation facilities.
  • Reporting and GPS tracking of water and sanitation construction that has been built.
  • Provide training on water and sanitation construction to the community.
  • Provide training on clean and healthy living behavior (PHBS) to the community.
  • Establish coordination in collaboration with Sanitarians from the Puskesmas office, with related agencies in the assigned area, such as RT/RW, Village or Kelurahan,
  • Make a report on the progress of work.
