Overall objective of FORCLIME is to reduce greenhouse gas emissions from the forest sector while improving the livelihoods of Indonesia’s poor rural communities in Eastern Indonesia. To achieve this goal, the Project team assists the Indonesian Government and provincial authorities in designing and implementing legal, policy and institutional reforms for the conservation and sustainable management of forests, at local, provincial and national level. Support to mobilize climate finance for forest resource management are a feature of the programme, providing decision-makers with experience of how REDD can be implemented “on the ground”.

Senior Forestry and Biodiversity Advisor
(SAP title: Senior Advisor)
Core Tasks
In your role you are responsible for a prominent area of specialist expertise within a cluster/large-scale project and for the organizational implementation of the project’s measures and activities. You contribute to the conceptual design of the project vis-à-vis external parties in consultation with your line manager.
You perform prominent tasks and provide technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors, thereby supporting the achievement of the agreed objectives of the given cluster/large-scale project and providing specialist support to colleagues in salary band 2-4, and ensure the quality of the commission’s outcomes.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently.
You provide competent advice in your thematic area based on existing regulations and with due regards for P+R.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.
In consultation with the country director or your line manager, you use your contacts both to act as a point of liaison for all matters in your specialist field and to strengthen alliances and cooperation arrangements on behalf of the company.
You are also responsible for knowledge management, such as training measures, in your thematic area.
You perform the tasks assigned to you by your line manager, where required.
Main Activities
- Serve as the main liaison with the Ministry of Forestry, Bappenas and other partner ministries, ensuring alignment of project activities with GIZ’s objectives in the forestry sector.
- Coordinate and maintain regular communication with relevant government agencies at national and sub national, through project internal formats, to support smooth project implementation, as well as.
- Promote and mainstream project results and experiences within executing agencies (Birocan/Planning Bureau, International Cooperation/KLN, and other implementing agencies) and among all involved institutions.
- Facilitate the exchange of information, ideas, and local interests from Kalimantan, Sulawesi, and Tanah Papua to inform project planning and decision-making.
- Support project-executing and implementing agencies in monitoring and evaluating strategic plans and ensuring adherence to national priorities.
- Collaborate with local communities, non-governmental bodies, universities, research agencies, and other projects to strengthen partnerships and leverage technical expertise.
- Support project implementation through policy research, compilation of policy and strategy information, development of technical guidelines, and preparation of reports and presentations.
- Assist in project planning, design, and quality assurance, and facilitate steering and technical meetings to ensure effective coordination and continuous improvement.
Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description
Required qualifications, competences and experience.
- Master’s (MSc) or Doctorate in forestry or natural resource management.
- At least 15 years of professional experience, including significant experience in a comparable position.
- At least 15 years of experience working with the Ministry of Forestry.
- Strong network with government institutions and international agencies.
- Excellent written and verbal communication, interpersonal, and presentation skills in English and Bahasa Indonesia.
- Willingness to travel frequently to project sites in the pilot regencies.
- Proven track record in project management, policy development, or program implementation in the forestry or natural resource sector.
- Experience in stakeholder engagement and multi-sectoral coordination, including public-private partnerships
