Context:
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants, and communities. IOM Indonesia is engaged in several thematic areas, including Counter-Trafficking Labour Migration/Labour Mobility and Social Inclusion (CT-LM/LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Governance and Resettlement and Voluntary Returns.
IOM’s Immigration and Border Governance (IBG) Division supports Member states in strengthening the policy, legislation, operational systems, human resources, and administrative and technical structures required to respond more effectively to diverse migration and border management challenges. IBG project and activities are in line with IOM’s commitment to facilitate orderly, safe, and regular migration and mobility.
Under the direct supervision of the National Project Officer and the overall supervision of the Programme Manager, the Project Associate will support the implementation and provision of targeted technical assistance to beneficiaries of the ‘Transcending Borders: Strengthening Coordination, Detection, and Management of Migration-Related Transnational Organized Maritime Crime in Indonesia’ project and other potential new immigration and border management project and initiatives. In addition, the Project Associate will be responsible for supporting project development initiatives on Immigration and Border Governance, in close coordination with the National Project Officer and the Programme Manager.
Responsibilities and Accountabilities
- Act as a focal point and support effective collaboration and liaison with main partners, beneficiaries, and relevant stakeholders, including government ministries, multilateral organizations, civil society organizations, and academics, among others, at the national and local level related to the immigration and border governance program.
- Support the PM in the planning, coordination, and implementation of the immigration and border governance project activities, conducting day-to-day monitor project activities, and budgetary and financial functions of the assigned project in accordance with IOM’s rules, regulations, and procedures
- Support the PM to monitor day-to-day project activities, and budgetary and financial functions of assigned projects in accordance with IOM’s rules, regulations,s and procedures.
- Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation.
- Prepare work plan, concept notes, Term of Reference (ToRs), including for consultant and implementing partners, within the proposed immigration and border governance project framework. This may include the identification of targeted participants, and speakers, determination of the objectives of the workshop, and drafting of a tentative agenda.
- Report regularly on the progress and challenges recorded in the realization of the activities on a regular basis by utilizing means of verification stated in the project proposal and provide recommendations for risk mitigation measures;
- Provide considerable assistance in drafting project reports required by donors and other external stakeholders as required.
- Prepare analytical notes of meetings, briefing notes, and policy papers on immigration and border management issues, as required.
- Collect information, and evidence and provide support in the identification of new partnerships to strengthen various IBG initiatives and explore opportunities for future project development.
- Contribute to the development of concept notes and project proposals on immigration and border governance issues, based on the developed IBG flagship initiatives.
- Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, government, private sector, United Nations agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to immigration and border governance issues.
- Coordinate with the field facilitators to support the smooth implementation of the project activities in the targeted areas;
- Provides guidance/training and assists in coordinating and monitoring the work of other staff in the unit; may supervise other staff as assigned.
- Perform any other duties as may be assigned, including duty travel.
Required Qualifications and Experience
Education
- Bachelor’s degree or equivalent in Political/ Social Sciences, Law, International Relations, or a related field from an accredited academic institution with at least four years of relevant working experience, or;
- Completed High School degree from an accredited academic institution, with at least six years of relevant working experience.
Experience
- Indonesian National with good knowledge and understanding of migration, border security, and counter-trafficking context in Indonesia
- Professional experience in project implementation, and project development, including delivering training to government and non-government stakeholders;
- Professional experience in donor liaison and reporting;
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Able to manage workload within the general schedule of work, instructions, and standard practices. Able to work with minimum supervision and maintain composure under pressure.
- Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds.
Skills
- Solid understanding of border governance and trafficking in persons related to national/regional framework and regulations
- Strong research and analytical skills would be an asset
- Well-versed in written and oral communication skills in English and Bahasa Indonesia, including the ability to explain and present technical information; able to draft written documentation in a clear and concise style in both English and Bahasa Indonesia.
- Strong liaison and networking skills with state and non-state actors.
- Strong training experience.
- Proficiency in Microsoft Office tools like (word-processing, spreadsheet, database, e-mail).
Languages
Fluency in English and Bahasa Indonesia, both written and spoken.
