To sustain and strengthen its mission, Koalisi Ekonomi Membumi recognizes the importance of an adaptable and well-structured organizational design for its secretariat team. This design will support the governance structure and align with KEM’s long-term objectives. Therefore, KEM is seeking an Organization Design Consultant to enhance the KEM Secretariat’s organizational structure, define clear roles, develop a competency framework, and align processes that support its multi-stakeholder coalition model. Additionally, the consultant will design a comprehensive reward system to recognize and motivate employees, ensuring that performance incentives align with organizational goals and contribute to a strong organizational culture. The consultant will be essential in refining the KEM Secretariat’s operational framework, which in turn will advance KEM’s coalition initiatives.

Objectives

The primary objectives of this project are:

  • Establish a comprehensive organizational structure for KEM Secretariat that supports future growth, aligns with KEM’s multi-stakeholder coalition model, and addresses current gaps.
  • Strengthen governance, decision-making, and operational workflows to enhance eciency and effectiveness while ensuring compliance with Indonesian labor regulations.
  • Develop a robust HR strategy and competency framework to foster a strong organizational culture, support employee development, and align individual goals with KEM’s strategic objectives.
  • Equip the KEM Secretariat with the tools and knowledge to independently manage and sustain the organizational and HR systems developed through this project.

Scope of Works

The selected consultant will be responsible for the following:

  • Redesign and upgrade the organizational structure of KEM Secretariat to support KEM’s growth and multi-stakeholder coalition model. The design should address current gaps and incorporate feedback from employees and coalition members.
  • Develop a compliant and efficient HR strategy that includes streamlined processes for recruitment, onboarding, payroll, salary structuring, performance and retention management, and exit management. Ensure the system promotes employee development and aligns with KEM’s coalition model.
  • Revise and enhance detailed job profiles and create a competency framework for all positions within the KEM Secretariat, including a leveling system for core, functional, and technical competencies.
  • Create a comprehensive employee handbook detailing HR policies, operational procedures, ethical guidelines, and compliance standards in alignment with Indonesian labor laws.
  • Propose structured processes for continuous improvement in organizational culture and HR practices, with recommendations for regulatory updates and employee engagement initiatives.
  • Conduct regular touchpoints with the KEM Secretariat to ensure alignment on deliverables and provide opportunities for feedback and course correction throughout the project.

Additional notes:

  • Legal expertise is not required for this project, as KEM retains a dedicated legal expert who will collaborate with the consultant as needed.
  • KEM has already established an organizational structure, defined job profiles, articulated its vision and mission, developed a Theory of Change (ToC), and identified its core values. These foundational elements will serve as reference points for this project.

Consultant Requirement

  • Proven experience in developing organizational structure, HR strategies, policies, competency mapping, and performance management systems, especially in multi-stakeholder organizations or coalitions.
  • Experience with multi-sector coalitions, NGOs, or mission-driven organizations in Indonesia or similar contexts is an advantage.
  • Strong understanding of Indonesian labor regulations & compliance standards.
  • Strong analytical and reporting skills to provide practical recommendations.
  • Portfolio of projects related to coalitions, multi-stakeholder initiatives, nonprofits, or sustainable development is a plus.
