CRISIS RESPONSE MECHANISM JOB VACANCIES 2023
The Crisis Response Mechanism (CRM) consortium is a national consortium dedicated to coordinating and mobilizing resources to prevent and respond to SOGIESC-based crises faced by sexual and gender minorities in Indonesia. Established in 2018, CRM consists of five member organizations: Arus Pelangi, GWL-INA, Sanggar Swara, LBH Masyarakat, and UNAIDS Indonesia.
Since its establishment, CRM has been actively engaged in various initiatives aimed at preventing and responding to SOGIESC-based crises. These initiatives include but are not limited to, providing emergency funds for sexually and gender-diverse people under threat, providing capacity building for CBOs to strengthen the crisis response at the sub-national level, strengthening data, and facilitating policy advocacy for the equal enjoyment of human rights of sexual and gender diverse people.
As a national consortium, CRM has various projects aligned with its goal of promoting the fulfillment and protection of human rights for sexual and gender minorities in Indonesia. To ensure the effective management and implementation of its overall programmatic portfolio, CRM is currently looking for a Program Manager who will work at the CRM secretariat to assist the CRM Steering Committee in the area of program management.
Scope of Work
Under the supervision of the Secretariat Coordinator and the Steering Committee, the Program Manager will conduct the following scope of work:
- Program Design and Development: Primarily responsible and accountable for the development of the program (proposal writing) in a participatory approach, in consultation with Secretariat Coordinator and Steering Committee.
- Program Implementation: Coordinating with the Project Officer and Finance Officer in executing the project in accordance with the program implementation arrangements, which have been consulted with the Secretariat Coordinator and Steering Committee.
Program Monitoring, Evaluation, Learning, and Reporting:
- Developing and operating the program M&E system, encompassing various aspects such as but not limited to activity tracking, indicator tracking, budget tracking, and beneficiaries tracking, in order to ensure the project’s quality.
- Updating the project management dashboard of the CRM consortium
- Developing and composing the program report through the consultation with Coordinator Secretariat, project host organization, and Steering Committee prior to submission to the donor
- Conducting the internal project evaluation and, if necessary, providing assistance to external evaluation to ensure the project’s quality
- Leading regular program coordination meetings involving the project host organization, Coordinator Secretariat, and Steering Committee.
- External Partnership: Under the supervision of the Steering Committee, manage and maintain strong partnerships and communication with external partners, including donors, government officials, CSOs, and international development partners’ potential.
- Donor Acquisition: Together with the Secretariat Coordinator and Steering Committee for general mapping and analysis of potential partnership and grant opportunities with donors that strategically fit with the CRM’s strategic plan.
- Technical Assistance: Provide technical assistance for CRM’s members’ organizations related to CRM programmatic arrangement and implementation.
Required Qualifications
Work experience
- Minimum of 5 years of experience in program/project development, monitoring, evaluation, and reporting.
- Have practical experience in project design, which includes developing and using the Theory of Change (ToC), Logical Framework Analysis (LFA), as well as budgeting and other aspects of proposal design
Knowledge and competencies
- Demonstrated knowledge of SOGIESC transformative approach, SOGIESC-based violence, and Human Rights.
- Strong analytical, organizational, and project management skills.
- Excellent proficiency in English, both oral and written.
- Proven excellent skill in writing skills both in English and Bahasa Indonesia.
- Ability to convey ideas and thoughts in a clear and convincing way in one-on-one discussions or groups presentations and ability to produce clear correspondence and written reports
- Demonstrated knowledge of SOGIESC transformative approach, SOGIESC-based violence, and Human Rights.
- Excellent time management skills to deliver quality work. Ability to work both independently and effectively as part of a team.

Selection Process
To meet the applicant that fits the CRM qualification, the applicant will follow the selection process as follow:
- Stage 1: Application selection
- Stage 2: Written test (only the applicants who pass stage 1 can take part in this stage. CRM will only send tests to prospective applicants who pass the previous stage)
- Stage 3: Interview (only the applicants who pass stage 2 can take part in this stage).
