TAX & GRANT SPECIALIST

JOB DESCRIPTION

The Coral Triangle Center (CTC) is a foundation based in Bali with a regional scope and global impact. CTC works closely with local communities, private sector, governments, and partners to strengthen marine resource management in the Coral Triangle to protect coral reef ecosystems, ensure sustainable livelihoods, and food security. CTC supports on-the-ground conservation in Nusa Penida in Bali, Buano, Lease, and Banda Islands in Maluku, as well as Atauro Island and Liquica in Timor-Leste. CTC is developing its Center for Marine Conservation in Bali as an integrated learning space for training programs, outreach activities, and artistic and cultural performances to influence millions of people to care for our oceans and those that depend on it. CTC leads regional learning networks of women leaders, local government executives and marine protected area practitioners in Indonesia, Malaysia, Philippines, Papua New Guinea, Solomon Islands and Timor-Leste. CTC is also certified training center of the Government of Indonesia, an official partner of the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security, and a member of the International Union for Conservation of Nature and the International Coral Reef Initiative

ESSENTIAL FUNCTIONS:

The Tax and Grant Specialist is responsible for managing all financial, accounting, and administration functions for the project ensuring that PUBLIC DONOR’s financial policies are properly implemented and all transactions are properly processed, recorded, and reported on time. The Tax and Grant Specialist is required to maintain the accuracy of these transaction records to ensure PUBLIC DONOR’s compliance.

The Tax and Grant Specialist is to regularly assist the Finance and Admin Manager in reviewing the financial systems and operations, including grants administration and management in accordance with PUBLIC DONOR policies and procedures. This position reports to the Finance and Admin Manager.

KNOWLEDGE/SKILLS:

  • Bachelor’s degree in finance/accounting; CPA preferred, or 5-7 years of related work experience or equivalent relevant.
  • Strong knowledge of GAAP and understanding of fund accounting principles, practices and regulations.
  • May required in-depth working knowledge of grants accounting.
  • Technical expert on complex accounting/financial issues.
  • In-depth knowledge of Indonesia Tax Law
  • Excellent with Microsoft Office and familiar with Accounting System
  • Solid knowledge and experience using and maintaining automated systems.
  • Strong organizational skills and accuracy, attention to detail and ability to multi-task.

  • Ability to interpret guidelines & analyze factual information.
  • Ability to lead efforts on complex projects with many variables & set realistic deadlines & manages a timeline.
  • Ability to adapt or modify processes in response to changing circumstances.
  • Duties may require non-routine analysis, research and follow thourgh.
  • Ability to complete multiple & variable less defined assignments in a timely manner

DUTIES AND RESPONSIBILITIES:

Finance & Tax Management (70%)

  • Ensure that all types of expenses are properly authorized and documented
  • Execute petty cash and other project transactions and initiate improvements, when necessary
  • Prepare, record, and maintain all disbursement vouchers
  • Manage all types of daily expense transactions incurred and ensure accuracy for reporting purposes
  • Perform routine accounting and finance transactions
  • Manage the filing of financial and accounting records and regularly review the organization of these records
  • Assist the Finance & Admin Manager in preparing financial reports.
  • Issues advances for traveling project staff, and sub-recipients, reconciles advance against submitted travel reports and invoices.
  • Propose wire transfers to pay project expenses, prepare bank vouchers for financial transactions, and route them for approval signatures
  • Reviews and ensures adherence to PUBLIC DONOR’s administrative/financial compliance procedures for all expenditures
  • Responsible for preparing and filing federal, state, and local tax returns for individuals, businesses, and organizations.
  • Keeping up to date with changes in tax laws and regulations to ensure all returns are compliant.
  • Organizing and maintaining detailed records of tax filings, payments, and related financial documents.
  • Managing communications and responses to tax authority inquiries, audits, or notices.
  • Within the scope of works, performs other duties as required.

Grants Management (30%)

  • Conducts financial monitoring, including collecting financial information and supporting documentation; voucher verification; determining budget compliance and reasonableness of charges.

Report Summary

  • Monthly Invoice to PUBLIC DONOR Project along with all compliance support documentation.
  • Budget vs. actual of the overall project.
  • Inventory and procurement list.
  • Tax summary report

  • Strong communication skills.
  • Communicates clearly and in a timely manner to respond to queries and resolve problems.
  • Demonstrate professional, positive, approachable attitude/demeanor and discretion.
  • Work with and communicate with a wide range of people including; the public, government, program leadership, influential donors, and partners. Work in partnership with other organizations in a collaborative or advisory role.
