Since 2008, we have been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country Networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka, and Vietnam). Our headquarters are in Manila, Philippines, and we have offices in Beijing, China, and New Delhi, India.
Clean Air Asia is expanding its portfolio on clean air and climate change in Indonesia. Under the Clean Air Asia Indonesia office, our portfolio includes promoting clean air action plans, providing research to formulate evidence-based policies, and implementing solutions to achieve clean air in cities.
We are currently recruiting a Program Manager on a full-time consultancy contract to join our dynamic team at Clean Air Asia in Jakarta, Indonesia. We are looking for a highly organized and results-oriented professional with experience managing and coordinating a range of environmental and development projects. The ideal candidate should have a strong background in program and project planning, implementation, and monitoring; proposal writing and development; as well as experience working with data analysis and stakeholder engagement across multiple sectors. Experience working with Indonesian government officials, managing project teams, and coordinating across multiple stakeholders is essential, along with strong communication and leadership skills.
JOB PURPOSE
To provide lead project development and implementation, management, and stakeholder engagement, as well as deliver outputs in accordance with Clean Air Asia’s standards.
RESPONSIBILITIES AND SCOPE OF WORK
Under the direct supervision of the Indonesia Director, the primary duties of the Indonesia Program Manager will include:
Lead the overall design, implementation, monitoring, and evaluation of clean air and climate-related programs in Indonesia.
- Develop project work plans, budgets, and risk mitigation strategies to ensure smooth and effective program execution.
- Manage project teams and consultants to deliver high-quality outputs in a timely manner.
- Oversee reporting processes for both donors and Clean Air Asia headquarters.
- Provide technical guidance on air quality management, emissions inventories, climate co-benefits, and evidence-based policy development.
- Represent Clean Air Asia in meetings with government agencies, development partners, NGOs, and academic institutions at both national and local levels.
- Organize and facilitate workshops, capacity-building sessions, and multi-stakeholder discussions.
- Identify and pursue funding opportunities in line with Clean Air Asia’s strategic goals in Indonesia.
- Support proposal development and donor engagement processes.
- Collaborate with the communications team to promote program impact, visibility, and stakeholder engagement.
ELIGIBILITY REQUIREMENTS AND CRITERIA
- Master’s degree (or equivalent experience) in Environmental Science, Public Policy, Urban Planning, Climate Science, or related field.
- Minimum 5 years of relevant experience in project/program management in environmental or development sectors, preferably with a focus on air quality or climate change.
- Proven track record of managing multi-stakeholder projects, donor reporting, and leading diverse teams.
- Experience working with or in government institutions, international organizations, or NGOs in Indonesia.
- Strong understanding of Indonesia’s environmental policy landscape, particularly related to air quality and climate change.
- Excellent project management and leadership skills.
- Strong analytical and technical writing skills.
- Effective interpersonal and communication skills in both Bahasa Indonesia and English.
- Ability to work independently, manage multiple priorities, and meet deadlines.
OUTPUT/REPORTING REQUIREMENTS
The Indonesia Program Manager will be engaged on a full-time basis for 12 months, from 1 July 2025 to 30 June 2026, adhering to Clean Air Asia’s regular working hours and observing the official work calendar of its Indonesia office. While primarily based in Jakarta, the Indonesia Program Manager may be required to travel through stakeholder engagement, project monitoring, or field visits as necessary.
The Indonesia Program Manager is expected to oversee and ensure the timely delivery of all project components, including strategic work plans, progress and completion reports, stakeholder coordination documentation, and performance evaluations. Key deliverables include regular progress updates, detailed project documentation, and final project reports aligned with Clean Air Asia’s quality standards.
Monthly remuneration will be processed upon submission of an approved timesheet and invoice. Performance will be evaluated periodically in accordance with Clean Air Asia’s Consultant Performance Evaluation Guidelines as outlined in Section 6.3.6 of the Operations Manual.
DURATION, REMUNERATION and OTHER BENEFITS
The selected candidate will be appointed for 12 months under a full-time consultancy contract, with the possibility of an extension based on funding and satisfactory performance. The remuneration is competitive but may vary subject to the candidate’s professional qualifications and work experience.
