In Indonesia, GIZ’s Energy Transition Cluster / Energy Programme Indonesia acts as trusted partner and technical advisor to the Government of Indonesia for the transition towards a sustainable energy system.
The Energy Transition Cluster of GIZ Indonesia works across five thematic areas:
- Power system transformation
- Sustainable energy finance
- Industry decarbonisation
- Island energy solutions
- Just Energy Transition
The Policy Advisor will be part of the programmatic Policy Unit, provides policy advisory services on various energy topics for all projects under the thematic topics in GIZ Energy Programme Indonesia. Those services are tailored towards both Indonesian government (i.e. MEMR, Bappenas, CMEA, and other ministries) and German government (i.e. BMZ, BMUKN, German Embassy) to achieve a sustainable, just, and inclusive energy transition in Indonesia.
To support implementation of the programme in Indonesia, we seek one (1) motivated and qualified Indonesian candidate for:
Advisor on Energy Policy

Core Tasks
In your role you are responsible for the technical, substantive and organisational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues and ensure the quality of the commission’s outcomes.
In addition, you contribute to the conceptual design of the project, in particular its modification or realignment.
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.
In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.
You perform the tasks assigned to you by your line manager, where required.
Tasks & Responsibilities
- Act as Policy Advisor, part of the Policy Unit within GIZ Energy Programme, to provide joint policy advisory services for government counterparts and German government (i.e. BMZ, BMUKN, German Embassy), provide policy knowledge and contribute to policy knowledge products for GIZ Energy Programme
- Identify required resources and conceptualize technical Terms of References (ToR) for external international and national consultants as well as coordinate and supervise the external consultants and other service providers in pursuance of stipulated deliverables and deadlines according to the ToR, including with content-related supervision and quality assurance of the results.
- Conceptualisation, design, preparation, organisation, facilitation, and documentations of events, workshops, and conferences.
- Establish good thematic and project collaboration and synergies for policy advisory activities on selected topics, including capacity development measures targeted to policy makers.
- Act as knowledge expert on selected policy topics, present results to high-level government representatives and other relevant stakeholders in various formats.
- Write, revise, and review reports, policy briefs, and recommendations for internal and/or external audiences, and other documents ensuring high-quality outputs.
- Monitor and analyse current and new relevant policies and regulations in Indonesia and globally as well as their implications as basis for the advisory works.
- Under the guidance of the Policy Unit Lead, as member of the Policy Unit, contribute to an integrated, programmatic approach for delivering policy advisory work to our partners beyond project boundaries.

While the position is anchored to the projects “SETI (Sustainable Energy Transition in Indonesia)” which run until 31.01.2030, you support the Energy Programme and projects within the Energy Transition Cluster.
Qualifications
- University degree in law and management.
- At least 5 years of working experience in renewable energy, energy efficiency, carbon markets, ideally in the area of energy policy making.
- Deep understanding of the Indonesia energy sector as well as its actors.
- Strong network in the Indonesian energy sector as well as with energy relevant ministries.
- Excellent written and verbal communication, interpersonal, and presentation skills (English and Bahasa Indonesia).
- Stakeholder management skills.
- Excellent analytical skills and organizational skills; efficiency, accuracy, and high-quality delivery of all work-related output; results and performance orientation; as well as a team-oriented person.
- Good communication and coordination skills, intercultural competences, and confident dealing with high-ranking representatives of the national and local partners.
- An added advantage would be prior experience collaborating with international teams.
- Very good knowledge of IT, communication technologies, and relevant computer applications (e.g., MS Office).
- Excellent written and oral knowledge of Bahasa Indonesia and English (at least C1).
This role is classified within salary band 4. Nevertheless, a determination to assign the role is contingent upon the evaluation of candidate’s qualifications against the criteria selection.

Direct Supervisor: Component Manager of SETI Project. Work directly under Topic Lead of Industry Decarbonization & Energy Efficiency in the Built Environment, coordinated via Policy Unit Lead.
