About the Position
We are seeking a results-driven professional to lead donor-funded programs focused on youth empowerment, employability, and women’s economic empowerment. As Senior Program Manager – Donor-Funded Projects, you will oversee execution across a diverse portfolio, guiding project teams to ensure high-impact, compliant, and strategic delivery. This role is ideal for someone with a strong track record managing complex, multi-donor initiatives, mentoring teams, and driving results through structured implementation. Key Responsibilities:
Project Oversight and Strategy
- Lead and oversee the implementation of multiple donor-funded projects, ensuring alignment with organizational goals and donor expectations.
- Ensure strategic alignment of all projects with YCAB’s core focus areas: youth employability, digital and life skills, entrepreneurship, and women’s economic empowerment.
- Identify project opportunities for innovation, efficiency, or scaling successful interventions.
- Validate project design, work plans, budgets, and timelines before final submission to the Head of Program Management Division.
- Track project performance across the portfolio and proactively identify trends, risks, and improvement areas.
- Contribute to the development or refinement of project management tools, templates, and systems.
- Ensure that knowledge products and success stories are captured and shared with relevant stakeholders.
- Support the development of new project proposals by providing technical inputs, reviewing project designs, or advising on feasibility based on implementation experience.
- Collaborate with business development or partnerships teams to ensure proposals are operationally sound.
- Supervise, coach, and mentor Project Leads to enhance their leadership and delivery capacity.
- Establish performance expectations, conduct regular check-ins, and support professional development.
- Foster a culture of collaboration, accountability, and continuous learning within the project team.
- Identify and monitor operational and strategic risks across the portfolio; implement mitigation measures or escalate as needed.
- Ensure all projects follow approved project management methodologies, donor requirements, and quality standards.
- Support Project Leads in resolving implementation bottlenecks and maintaining delivery excellence.
- Ensure timely, accurate, and high-quality donor reporting (both narrative and financial), in coordination with project teams and finance staff.
- Maintain oversight of donor-specific compliance across procurement, finance, and documentation.
- Support audits, spot checks, and external evaluations by ensuring full readiness and documentation.
- Liaise with donors, partners, and other external stakeholders as delegated or in coordination with the Head of Division.
- Build and maintain relationships with sector-specific stakeholders, including government agencies, private sector actors, and civil society partners active in youth and women’s development.
- Coordinate with internal departments (e.g., Finance, HR, M&E, Communications) to support integrated project delivery.
- Escalate systemic issues that hinder project performance to the Head of Division for resolution.
- Collaborate with the M&E team to track progress, capture outcomes, and ensure timely data collection.
- Promote adaptive learning by reviewing results and identifying lessons for improvement.
- Facilitate learning exchanges and knowledge-sharing across projects.
- Ensure adherence to donor and internal policies on documentation, procurement, and finance.
- Support audits and reviews by providing required project documentation.
- Review project closure plans and confirm finalization with the Head of Division.
- Approved project plans, budgets, and schedules submitted for divisional review.
- Timely and accurate consolidated narrative and financial performance reports.
- Proactive identification and resolution/escalation of key project risks and challenges.
- Effective supervision of Project Leads, evidenced by timely project delivery and positive donor feedback.
- M&E-driven adjustments to improve program quality and relevance.
- Completed close-out reports, beneficiary feedback, final financials, and lessons learned submitted and validated for each project upon completion.
- Documentation of success stories, impact narratives, and alumni engagement.
- Synthesized lessons learned and strategic recommendations submitted for organizational learning.
- Documented donor and stakeholder coordination efforts, including meeting records and action plans.
- Full compliance with donor and internal procedures across the project lifecycle.
- Documented alignment of project portfolio with organizational strategy.
- High-quality project proposals, concept notes, and budgets developed in response to donor opportunities, aligned with YCAB’s mission and programmatic strengths.
- At least 10 years of experiences in managing multi-donor or externally funded projects in NGOs, development agencies, or international organizations.
- Bachelor’s degree (or higher) in Development Studies, Project Management, Public Administration, Social Sciences, Education, or related fields.
- Strong thematic understanding and networks in the fields of youth development, employability, and women’s economic empowerment, especially in the Indonesian context.
- Proven experience supervising project teams in complex environments.
- Strong understanding of project cycle management and donor compliance.
- Skilled in risk management, decision-making, and stakeholder coordination.
- Excellent communication skills in English and Bahasa Indonesia.
- Proficient in Microsoft Office and project management tools.
