TECHNICAL FACILITATOR (FIELD ENGINEER)

Housing Construction Project – Aceh Besar, Aceh

Yayasan Relief Islami Indonesia (YRII) is seeking a qualified and experienced Technical Facilitator (Field Engineer) to support the implementation of a housing construction project for vulnerable families in Aceh Besar, Aceh.

The project aims to construct two decent and earthquake-resistant housing units for poor and vulnerable families, with an emphasis on safety, quality, community participation, transparency, and accountability.

KEY RESPONSIBILITIES

The Technical Facilitator (Field Engineer) will be responsible for:

• Supporting the preparation and implementation of house designs in accordance with Islamic Relief Indonesia’s technical standards.
• Ensuring construction activities comply with approved technical specifications, drawings, Bill of Quantity (BoQ), quality standards, and applicable construction requirements.
• Conducting regular field inspections and monitoring the quality of construction materials and workmanship.
• Providing technical guidance and training to local builders, masons, and daily workers to ensure proper construction practices.
• Monitoring construction progress and identifying technical issues, material discrepancies, or potential risks at the construction site.
• Coordinating with the Community Mobilizer (COMO), Project Team, right holders, vendors, local workers, and relevant stakeholders on construction-related matters.
• Supporting the mobilization and coordination of local labour.
• Ensuring that earthquake-resistant construction principles are properly implemented.
• Documenting construction activities through field reports, photographs, and other required administrative documentation.
• Supporting monitoring, evaluation, handover, and final reporting activities.
• Performing other technical duties relevant to the successful implementation of the housing project.

QUALIFICATIONS & EXPERIENCE

• Bachelor’s degree/Diploma in Civil Engineering, Architecture, Construction Management, or a related field.
• Relevant experience in housing construction, infrastructure, community-based construction, or humanitarian/development projects.
• Good understanding of construction supervision, building materials, workmanship, and quality control.
• Experience in earthquake-resistant construction is highly desirable.
• Experience working with local communities and/or humanitarian or development organizations will be an advantage.
• Able to read and understand technical drawings, specifications, and Bill of Quantity (BoQ).
• Good communication, coordination, and problem-solving skills.
• Able to work independently in the field and coordinate effectively with multiple stakeholders.
• Willing and able to be based/work in Aceh Besar, Aceh during the project implementation period.
• Commitment to humanitarian principles, accountability, safeguarding, and respect for communities.

• Duty Station: Aceh Besar, Aceh
• Project Duration: 2 months
• Project: Construction of 2 Earthquake-Resistant Housing Units
• Start Date: To be confirmed
• Reporting to: Project Team / Area Coordinator
