Program Management Officer
Yayasan Indonesia Cerah (CERAH) is a non-profit organisation in Indonesia that promotes the country’s energy transition policy agenda. CERAH comprises experts in the energy sector, communication, and campaigning. To achieve its goals, it collaborates with diverse stakeholders, including the community, research institutions, the government, and private sector partners.
The Program Management Officer is a full-time position to support the team in developing and improving work efficiency, effectiveness, and collaboration to drive the decarbonization and just energy transition agenda, specifically targeting coal phase-down/out initiatives.
Scope of Work
As CERAH’s Program Management Officer, the employee will perform:
Program Management Duties
- Assist Project Manager in managing the program, such as managing calendar activities, assisting in the drafting Term of Reference (TOR), developing budget plans, support drafting process of narrative report, as well as planning documents and activities report which align with CERAH’s operational standards.
- Assist in drafting necessary documents and presentations that are needed by the team.
- Support Program Manager to ensure the implementation of the project aligns with the workplan.
- Build and maintain relations as well as coordination with strategic partners, CSOs, communities, think tanks, experts, and other multi-stakeholders.
- Actively involved in every team’s discussion and organization’s meetings, including giving constructive feedback that can contribute to program development.
- Support team in giving updates and coordination with internal cross-divisions, programs, and external partners.
- Support Project Manager and the team to implement initiatives and collaboration over the program.
- Support divisional tasks if needed.
- Conduct regular monitoring of project deliverables to ensure that the final results comply with the standards.
- Perform assigned tasks in accordance with the guidance and coordination of the Project Manager and the Organizational Development Manager.
Administrative and Financial Tasks
- Assist in logistic needs related (but not limited) to field activities (booking ticket and accommodation, travel and cash advance, request and settlement) which in closely coordinate with CERAH’s operations team.
- Monitor and track expenditures of the budget, including ensuring if it aligns with the approved budget.
- Provide updates on program expenditures and remaining budget balances as well as bring recommendations as needed.
- Support Project Manager in ensuring budget utilization aligns with expected outputs and program development.
- Prepare necessary administrative documents for reporting to donors.
- Support the procurement of goods and services related to the program, including drafting Requests for Proposal (RFP) and Requests for Quotation (RFQ), participating in the selection process, and ensuring compliance with administrative procedures (contracts, invoicing, and payments).
- Maintain and update information in the internal filing system together with the CERAH Operations team.
In performing duties and responsibilities, the Program Management Officer will report to and be supervised by the Organizational Development Manager and the Project Manager.
Requirements
- A bachelor’s degree in social science, Environmental Science, Public Policy, International Relation, Economics, or related field.
- Proven experience of at least 3-5 years relevant experience in program, project and / or activity management, including supporting the development of concept notes, terms of references, description of services, and tender documents.
- Knowledge and experience in budgeting and resource allocation systems, processes, and procedures.
- A sound understanding of the project cycle in the planning, preparation, and delivery or implementation of a project.
- Experience in working with different levels of government (national, provincial, and local).
- Excellent verbal and written communication skills with the ability to communicate with a diverse range of stakeholders from a variety of backgrounds. Fluent English and Bahasa required.
- Experience working with bilateral or multilateral donors
- Ability to complete assigned tasks autonomously to a high standard and in a timely fashion. Advanced computer literacy skills within a Microsoft Office environment and google workspace.
The position is urgently required. This position will be for 1 (one) year, from June 2026 to June 2027, with a possible extension depending on performance. The remuneration is based on qualification, competency, and salary history.
