WEI project areas are in Sumatra, Kalimantan, Sulawesi, and other part of Indonesia, with the head office located in Jakarta. We are currently looking to fill the following position:

Monitoring, Evaluation, and Learning (MEL) Officer – based in Jakarta

Location

MEL Officer will be based in South Jakarta, with possibility to visit the project location.

Contract Duration

1 (one) year fixed-term, full time employment with possibility for extension.

Duties and Responsibilities

Reports directly to the Program Manager, s/he works closely with all WEI field staff to design, coordinate, and implement the project’s monitoring and evaluation, research, and learning framework; developing a systematic monitoring framework to ensure high quality of qualitative and quantitative evidence collected by the project, as well as providing technical assistance to the project team specifically related to project monitoring, reporting and learning issues.

Specific responsibilities of the MEL Officer include but are not limited to:

  • Develop tools, systems and strategies for monitoring, evaluating and learning programs/projects.
  • Assist in the design of practical tools and methodologies to collect data necessary to measure project performance (monitor all project activities, expenditures and progress of project milestones).
  • Collect data regularly to measure achievements against performance indicators and conduct relevant research required by the institution, as well as ensuring the quality of the data is as expected.
  • Maintain and manage M&E database; analyze and compile findings.
  • Be involved and contribute to the preparation of the framework and achievements of the program/project.
  • Assist in preparing project progress reporting, mid-term project review and final evaluation.
  • Identify best practices and develop learning from programs/projects and disseminate them to internal institutions and other relevant parties.
  • Design and develop systems to create, distribute and manage the delivery of learning content effectively and efficiently.
  • Suggest strategies to Project Management to improve project efficiency and effectiveness by identifying bottlenecks in completing project activities.
  • Recommend further improvements of the logical framework; provide input, information and statistics for quarterly, annual and other reports to the Project Management Team,
  • Provide detailed, accurate and timely reports to Supervisors.
  • Perform other duties as assigned by the Program Manager and Director.

Requirements

  • Experienced in designing, implementing and operating project M&E systems from the project initiation stage to the closing stage.
  • Experienced in designing and managing monitoring systems and beneficiary databases.
  • Experienced in designing tools and strategies for data collection, analysis and production of reports.
  • Experienced in strategic planning and performance measurement, including indicator selection, target implementation, reporting, database management, and development of monitoring and performance monitoring plans.
  • Strong knowledge in evaluation methodologies (e.g., logframes, qualitative, quantitative, mixed methods, and impact), as well as data collection and analysis methodologies.
  • Strong learning background, demonstrated experience in digital and innovative learning approaches.
  • Excellent writing skills, analytical, problem-solving, and management skills.
  • Proficient in English and Indonesian languages, both written and verbal.
  • Strong experience and expertise of the Microsoft Office 365 suite (MS Excel, MS Word, MS PowerPoint, Power Bi etc.,).
