SUMMARY OF JOB RESPONSIBILITIES

The Finance Officer is responsible for managing proposal budgets, budget modifications, and budget monitoring. Ensuring compliance with the financial and reporting terms of donor awards. Ensure proper use of the project budget (TAF-225), develop the budget narrative from the field office, and attend to all correspondence with PSDS about proposal budgets. Develop and implement protocols and tools to ensure that proposal budgets are accurate and complete, particularly by providing standardized formats for program staff to develop program activity budgets. Develop and implement systems and/or tools to promote compliance with donor requirements for finance, liaising with Directors to anticipate and address donor compliance issues that may affect project implementation and ensure full compliance with donor regulations. Support the Finance Director in managing the Operating Budget, in keeping coordination with other Finance Officers to develop systems, protocols, and tools related to Proposal Budgets and internal and/or external audits.

RELATIONSHIP

INTERNAL

  • Routine contact with all staff in the Jakarta office.
  • Routine contact with PSDS and PFG staff in headquarters.
  • Works closely with the Finance Director and staff.
  • Occasional duties assigned by the Finance Director to support budget proposal requirements at the country/deputy representative levels.

EXTERNAL

  • Occasional contact with external/internal auditors.
  • Occasional contact with international and local organization partners when submitting proposals

JOB DESCRIPTION

Proposal Budgets

  • Prepare the TAF-225 proposal budget stage, level of effort (LOE), Implementing Office costs, and Indirect cost information. Finalize relevant detailed worksheets. Ensure proper alignment of LOE with the existing projects.
  • Develop and implement protocols and tools to guide program staff in developing an accurate and complete detail of the program budget.
  • Ensure travel and procurement needs are adequately budgeted, working with program colleagues.
  • Manage the workflow of developing proposal budgets to ensure the timely submission of an approved budget to the Donor, having a good understanding of the time requirements for budget build-up, bottlenecks, and the time difference between the field office and headquarters.
  • Work closely with Program staff to make necessary final changes, updating the proposed budget with accurate information and obtaining final concurrence for submission from PSDS.
  • Maintain good records management of proposals submitted.
  • Review donor awards and provide input.
  • Under the direction of the Finance Director, work as a team player with other FOs to develop and implement systems and/or tools to help manage meeting the requirements of donor awards for finance (procurement approvals, reporting schedules, fraud, etc.). Liaise with Directors to ensure compliance.

Award and Budget Monitoring/Modification

  • Maintain up-to-date project budgets (TAF-225) for monitoring purposes and prepare TAF-225 amendments as needed.
  • Keep in coordination with program colleagues to meet spending projection targets.
  • Certify budget allocation on the Request for Payment.

Donor Reporting

  • Prepare Donor Financial Reports and any other requested reports by the Donor/or internally.
  • Record management and project close-out

Audits

Work closely with the Finance Director to prepare audit needs for internal and/or external audits.

Operating Budget

Work closely with the Finance Director to prepare the Operating Budget and ensure accurate project spending projections.

REQUIREMENTS

Experience:

  • Minimum of 5-8 years of progressively responsible experience in financial-related;
  • Demonstrated experience working on various donor projects is strongly preferred; and
  • Experience with QuickBooks, Excel, and industry-standard accounting software is preferred.

Education:

  • Minimum of a four-year degree in Accounting and/or Finance-related subjects from a recognized University; and
  • An advanced degree or over 5 years of experience is preferred.

Other:

  • Proficiency in English – written and spoken
  • Proficiency in Bahasa Indonesia – written and spoken
