Revitalising Informal Settlements and their Environments (RISE) is a design-research program, which aims to demonstrate that a Water Sensitive Cities (WSC) approach to water and sanitation management can improve human and ecological health in informal settlements. The program is operating in 24 informal settlements across Makassar, Indonesia and Suva, Fiji.

The WSC interventions of the RISE project operate on varying scales – household, neighbourhood, and precinct. They include built elements, such as sanitation and drainage improvements, rainwater harvesting facilities and green infrastructure (wetlands). The success of the RISE interventions will be measured by the health and well-being of residents – particularly children under five years of age – and the ecological diversity of the surrounding environment.

In Makassar, the revitalisation of 5 intervention sites is nearly complete. The next phase will focus on operational and maintenance. The RISE program is committed to enhancing community participation and empowering local stakeholders to take ownership of the infrastructure during the operation and maintenance phase. This is crucial for the sustainability of the system and ensuring that the community has the capacity to manage, maintain, and sustain the provided infrastructure. This will be done using RISE’s participatory design approach.

The Role

The RISE program is currently seeking a Junior Community Facilitator to join our team in Makassar, guiding the community empowerment activities on system operation and maintenance. We are looking for a confident communicator who can guide discussions with a large community group and have experience with community participatory activities, specifically experienced working with RISE program safeguards and processes.

The Junior Community Facilitator will play a key role in supporting the community’s ability to oversee and maintain the infrastructure by building their knowledge, organizing activities, and encouraging local ownership. The candidate will be working within a diverse team of construction specialists, engineers, architects, researchers and community fieldworkers who are based in both Makassar and Melbourne.

Key responsibilities:

Community Engagement & Mobilization:

  • Material preparation for community meeting;
  • Support the local team in organizing community meetings, workshops, and training sessions;
  • Actively engage with community members to promote participation in operation and maintenance activities;
  • Build relationships with local leaders, community-based organizations, and other stakeholders to foster cooperation.
  • Taking minutes at meeting discussions capturing rise, recommendations, decision and action items.

Community Capacity Building:

  • Assist in the preparation and delivery of training programs aimed at enhancing the community’s capacity to maintain and operate project infrastructure;
  • Conduct on-site demonstrations and training on basic operation and maintenance techniques (e.g., managing the system, maintaining infrastructure, etc.);
  • Work with the community to identify champions or local leaders who can take the lead in operation and maintenance efforts.Documentation & Reporting:
  • Gather feedback from the community and report challenges or areas where additional support may be needed;
  • Maintain clear and organized records of community interactions and training sessions for reporting purposes;
  • Support documentation and reporting on project activities and outputs in line with donor and government requirements.Collaboration with Stakeholders:
  • Support coordination between the community and technical teams to ensure the smooth handover and sustainability of services.
  • Facilitate communication between local authorities and community members to address any challenges related to maintenance.

Conflict Resolution:

  • Support the community in resolving any disputes or conflicts related to the operation and maintenance responsibilities.
  • Work with the local staff to mediate and provide solutions when conflicts arise.

Required Skills and Experience

  • At least a Bachelor degree in a built environment discipline (architecture, urban design, civil engineering);
  • At least 1-2 years of experience with:
    • community-based development;
    • urban water, sanitation infrastructure design and systems;
  • Knowledge of AutoCAD is an advantage;
  • Knowledge of other design application is an advantage;
  • Knowledge of RISE program safeguards and processes;
  • Strong public speaking and writing skills;
  • Bilingual (Bahasa Indonesia and English), local language is an advantage
  • Use of word and excel for planning and reporting activities;
  • Ability to work independently as well as in a team environment;
  • Understanding local culture is desirable;
  • Previous experience working with communities within the RISE settlements is desirable.
