Vacancy: Government and Parliamentary Engagement Adviser

NLR Indonesia is a national foundation; and a member of the NLR Alliance. NLR Indonesia’s main programs are leprosy control, prevention of disability, inclusive development for persons with disabilities, and cross-cutting interventions to reduce stigma and discrimination for people affected by leprosy and persons with disabilities.

Indonesia’s annual new leprosy cases is still very high, reaching more than 14,300 detected as hotpots in 122 districts of 12 provinces across the nation. The proportion of new leprosy cases in children under the age of 15 ranged from 8% to11%, significantly higher than the national target of <5%. The proportion of new leprosy cases with grade 2 disability ranged from 4% to 6%. All these indicates that leprosy is still transmitting among the community in Indonesia.

To stop the leprosy transmission, active case findings (ACF) and PEP services must be rigorously implemented in all endemic areas. The Government of Indonesia (GOI) has the mandate to ensure the ACF and PEP services are implemented in adherence with four criteria, namely: commitmentcoveragequality and continuityFirst, strong commitments of both national and local governments of endemic areas are imperative, preceding the other criteria. Without commitment, ACF and PEP services will be challenging to run, let alone to run effectively. Second, PEP services must have a coverage of minimum 80% to effectively stop transmission. Third, the quality of ACF and PEP services implementation is also key to their effectiveness.  It requires to meet certain standardized procedure with skilled staff, technical guidance and regular supervision. Fourth, ACF and PEP services must be continuously implemented in the same area until leprosy transmission is interrupted.

While commitments across sectors and local governments are crucial, commitment has only been visible at the Ministry of Health (MoH). Whereas the other sectoral ministries have not yet taken significant parts in the fight against leprosy and its consequences. Similarly, most local governments in endemic areas have also consistently showed very weak commitments. These have made the leprosy programmes in Indonesia always understaffed and underbudgeted. Adding to the complications, Indonesia has just completed a political transition at the national level in October 2024. New government also means new National Medium Term Development Plan (RPJMN) and new priorities. The condition will be exacerbated by the local political transitions throughout the nation when Indonesia holds simultaneous elections of all governors and mayors/heads of districts in November 2024.

All the above factors will have a huge potential to derail the existing leprosy elimination programme in Indonesia. Leprosy will remain in the bottom of the government priority list, or even worse, be delisted. To solve the problems, NLR Indonesia launched a project called Making Indonesia’s Leprosy Elimination Programme Deliver Through National and Sub-national Government Policies Strengthening (MILES). The project aims at embedding leprosy elimination into the national regulatory policies under the new government(s) to enable both national and sub-national governments effectively implement leprosy programmes in Indonesia.

To support the implementation of the above project, NLR Indonesia is looking for a candidate for the following position:

Government and Parliamentary Engagement Adviser

based in Jakarta

The position will be responsible to carry out the following tasks:

  • Support the Executive Director in engaging and building relationship with key stakeholders from the Indonesian House of Representatives (DPR-RI), which can include, but not limited to Members of Parliament, Parliamentary Centers and Committees with the remits of Health, Social Welfare, Home Affairs, National Development Planning, International Cooperation, and Village affairs.
  • Support the Executive Director in engaging and building relationship with key government stakeholders related to leprosy elimination, which include, but not limited to the Minsitry of Health (MoH) Ministry of National Development Planning (Bappenas), Ministry of Home Affairs (MOHA), and Ministry of Village (MoV).
  • Initiate communication with Member of Parliaments as well as relevant committees and centers of the Indonesian House of Representatives (DPR-RI) to raise awareness of political actors on leprosy and leprosy elimination;
  • To liaise NLR Indonesia with DPR-RI to encourage more active roles of MPs and Committees in conducting oversight and budget roles to enhance government performance in leprosy elimination.
  • To liaise NLR Indonesia and the MoH with BAPPENAS, MOHA, and MoV in advocating national regulations on leprosy elimination.
  • To coordinate implementation of all activities under MILES project in close consultation with the Executive Director.
  • This adviser reports directly to the Executive Director of NLR Indonesia.

Qualifications

  • A master degree in political science, Law, public policy or undergraduate degree in the same field with more than 10 years of experiences;
  • Fluency in English, both verbally and in writing;
  • Having the Indonesian nationality;
  • Extensive management experience in international development sector;
  • Excellent understanding and experience in policy processes both with the executive and legislative branches of governments, which can include (legislation, budget, oversight
  • Experience in development project development and management;
  • Proven experiences in lobby and advocacy for policy changes;
  • Experience in working directly or running development projects which support the Parliament, government ministries/agencies or other state Institutions;
