Introduction to USAID KUAT

USAID KUAT or Komunitas Perkotaan untuk Aksi Tangguh (Urban Communities for Resilient Action). USAID KUAT aims to demonstrate innovative ways to reduce the lives lost, people injured, property damaged, and overall social and economic disruption from natural disasters in Greater Jakarta. KUAT supports households, communities, local government, private sector and other key stakeholders, to increase their awareness and build resilience in high-risk urban and peri-urban kelurahan (urban villages) improving the coordinated engagement of local communities, civil society organizations, public and private sector actors as key partners in disaster risk reduction and resilience in a collaborative “whole of settlement” approach Indonesia. KUAT builds on the previous USAID Advance program which pioneered improving the disaster preparedness of the private sector in greater Jakarta.

KUAT is implemented by a consortium led by Miyamoto International, Catholic Relief Services, and Wahana Visi Indonesia, collaborating with the National Disaster Management Agency (BNPB), The Indonesian Chamber of Commerce (KADIN Indonesia), DKI Jakarta Disaster Management Body (BPBD), BPBD of Tangerang District, BPBD of Bogor District, Forum PRB Jakarta, LPBI NU Jawa Barat, and Yayasan Skala Indonesia.

Position Description

This position purpose is to support USAID KUAT Engineering Manager to ensure the quality of the data collection on a wide area risk assessment in Gambir and Kramat Jati.

Responsibilities:

  • Under the guidance of the Engineering manager and leadership team, provide supervision of undergraduate engineers in collecting data of +- 3000 buildings (30 undergraduates engineers).
  • Support on organizing, mobilizing, training and deployment of field teams.
  • Ensure adequate data collection quality of each submission of each assessed buildings and ensure the data entry is well organized.
  • Support on performing assessments of structural and non-structural data in selected villages and regions to assess risk.
  • Support on writing reports for documenting the findings of structural observation and data.
  • Provide assistance to the training of local governments towards structural knowledge and safety.
  • Be the first point of contact with each designated kelurahan, keeping involving them in planning, implementation and progress monitoring.
  • Participate in report dissemination.
  • Support on other tasks as needed.

Candidate Profile/Minimum Qualifications:

  • Experience in working on building assessment
  • Experience in working with BPBD (especially BPBD DKI)
  • Good communication and written skill in Bahasa and English.
  • Intermediate to advanced computer skills in MS Office Suite applications, including Excel, Word, and PowerPoint and other software programs strongly preferred.
  • Familiarity with structural and nonstructural vulnerabilities from the housing is highly desirable.
  • Be a tactful and effective communicator, both orally and in writing.
  • Ability to organize and effectively process and maintain records and files.
  • Ability to function independently and carry out routine responsibilities with minimal supervision.
  • Experience with USAID, BNPB, and BPBD is highly advantageous.
  • Preferred, at least one session deployment with SESH.

Location and Modality of the Consultancy

Field based with frequent working days in BPBD DKI and USAID KUAT office in Jakarta.

Duration of the Position / Assignment:

The position is a full-time position for an initial 1 month with probability of part time work in second month.
