Founded as the Rural Development Institute in 1967, Landesa has helped more than 100 million families living in poverty gain legal control over their land. Landesa works closely with Landesa Indonesia, an Indonesia-based foundation, headquartered in Jakarta and established in 2023, that promotes social and humanitarian efforts related rural development and poverty alleviation focused on land rights and other natural resources, in addition to promoting the participation and social standing of women and marginalized communities. With secure land rights, especially for women, these families can eat better, earn more, educate their children, practice conservation, and achieve dignity for generations.

Landesa Indonesia, as part of the Landesa Global, through the Mangroves and Coastal Project supports sustainable coastal and mangrove management, tenure security, and improved livelihoods for coastal communities in Indonesia. The project’s primary goals are to: (1) protect coastal mangroves, (2) strengthen tenure, livelihoods, and participation of local and adat communities, and (3) contribute to climate action through inclusive governance reforms.

To advance these objectives, Landesa Indonesia seeks an experienced Senior Gender and Tenure Advisor to provide strategic advice and technical assistance on integrating gender equality and social inclusion (GESI) considerations into Landesa’s work on mangrove governance, land tenure, and coastal resource management. The advisor will support the mainstreaming of gender-responsive approaches across pilot site assessments, policy analysis, and stakeholder engagement, helping ensure that Landesa’s initiatives strengthen women’s participation, community tenure security, and inclusive climate action.

Objective of the Assignment

The advisor will support the integration of gender-responsive and socially inclusive approaches into pilot site assessments, policy analysis, and stakeholder engagement processes related to land tenure, mangrove ecosystems, and coastal governance. Through this work, the advisor will help ensure that Landesa’s initiatives strengthen women’s participation, community tenure security, and inclusive climate action.

Scope of Work

Under the supervision of the Indonesia Programme Director and in coordination with the Landesa Indonesia team, the Gender and Tenure Advisor will perform the following tasks:

Provide Gender and Tenure Expertise for Pilot Site Assessments

The advisor will support the integration of gender equality and social inclusion considerations into pilot site activities by:

  • Supporting the development of gender-responsive community assessment methodologies and tools.
  • Providing guidance on conducting gender analysis within coastal and mangrove governance contexts.
  • Developing GESI checklists and tools to ensure inclusive assessment processes.
  • Participating in pilot site assessments to support gender-sensitive data collection and analysis.
  • Contributing to analysis of field data and identifying gaps in understanding gender dynamics and community tenure systems.
  • Preparing gender analysis summaries and recommendations based on pilot site findings.
  • Supporting the integration of gender-responsive recommendations into community assessment reports.

Strengthen Gender-Responsive Stakeholder Engagement and Capacity Development

The advisor will support Landesa Indonesia in strengthening gender-responsive engagement and institutional capacity by:

  • Supporting Landesa staff and partners in integrating GESI considerations into project activities.
  • Providing mentorship and learning opportunities for the Landesa Indonesia team on gender-responsive programming.
  • Participating in meetings with government partners and other stakeholders to advance gender-responsive mangrove governance.
  • Providing technical advice on gender-related questions arising from pilot activities or policy discussions.
  • Supporting Landesa in identifying gender and GESI experts or partners who may contribute to project implementation.

Support Policy Analysis and Recommendations from a GESI Perspective

The advisor will contribute to strengthening Landesa’s policy engagement by:

  • Reviewing policy analysis related to coastal mangrove governance and tenure to ensure integration of GESI considerations.
  • Conducting research and analysis on gender dimensions of land tenure, community rights, and mangrove governance.
  • Contributing insights from pilot activities to strengthen policy analysis and recommendations.
  • Supporting Landesa in developing gender-responsive policy and program recommendations.

Support GESI Mainstreaming Across Landesa Indonesia Programs

The advisor will also support broader GESI integration across Landesa’s work in Indonesia by:

  • Providing strategic advice on integrating gender equality and social inclusion across project activities.
  • Contributing to the development and refinement of Landesa’s Gender Goals and Resource Mapping (GGRM)
  • Providing inputs on gender-responsive safeguards for pilot site activities.
  • Supporting the development of a Landesa Indonesia GESI strategy and engagement framework.
  • Contributing to the development of gender-responsive standard operating procedures and guidance for project implementation.

Deliverables

  • Technical advice and written inputs on gender equality and tenure issues related to mangrove governance.
  • Gender-responsive community assessment methodologies and tools.
  • Gender analysis outputs and recommendations from pilot site assessments.
  • Inputs to policy analysis reports and policy recommendations.
  • Strategic advice and documentation supporting GESI mainstreaming across project activities.
  • Periodic progress updates summarizing activities and key findings.

Duration and Work Schedule

Contract Period:01 May 2026 – 30 June 2027
Extension:Renewable annually based on performance and project needs.
Workload:Approximately 6 days per month (maximum 36 days per year).
Work Arrangement:Remote consultancy with travel to field sites or government meetings as required.

Qualifications

Advanced degree in Gender Studies, Sociology, Anthropology, Public Policy, Natural Resource Governance, or related fields.

  • Extensive professional experience in gender equality and social inclusion (GESI), particularly in land tenure, natural resource governance, or community rights.
  • Demonstrated experience conducting gender analysis and integrating gender-responsive approaches into development programs.
  • Strong understanding of gender dimensions in land tenure, coastal governance, and community-based resource management.
  • Experience engaging with government institutions, development partners, and civil society organizations in Indonesia.
  • Excellent analytical, research, and writing skills in Bahasa Indonesia and English.
  • Commitment to gender equality, social inclusion, and community empowerment.
