Context:
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking Labour Migration/Labour Mobility and Social Inclusion (CT-LM/LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Governance and Resettlement and Voluntary Returns.
IOM’s DCR programme include in preparedness and prevention as well as in emergency response. For that IOM works alongside and contributes to strengthening the capacity of government partners and local and international counterpart including support to the national and local cluster system particularly the National Cluster on Displacement and Protection (Klasnas PP) including in supporting the Camp Coordination and Camp Management (CCCM) cluster where globally, IOM is one of the lead agencies.
Under the direct supervision of the National Programme Officer and overall supervision of the Programme Coordinator of DCR unit, the Project Associate will be responsible in ensuring that all components of humanitarian assistance operations in Aceh and other assigned projects are implemented in line with the approved workplans and budgets and Support the field team in Aceh to mainstream protection principles and reduce protection concerns at the refugee-hosting sites. Work closely with relevant IOM staff and partners to ensure the centrality of protection in the response and to strengthen the protection environment for the refugees.
Responsibilities and Accountabilities
- In coordination with the National Programme Officer and the overall supervision of the Programme Coordinator, ensure that all components of humanitarian assistance operations in Aceh and other assigned projects are implemented in line with the approved workplans and budgets;
- Ensure supervision and quality control for all humanitarian response and other activities implemented in Aceh province by the IOM field team or by partners, in line with humanitarian standards and IOM guidelines;
- Under the supervision of the National Programme Officer (DCR) and in coordination with the Partnership Unit, maintain and expand partnership with local government in Aceh province and other local partners;
- In cooperation with IOM CCCM staff and working closely with the Project Assistant, provide technical support to the government to ensure access to basic services and humanitarian assistance in refugee-hosting sites in Aceh province;
- Support the field team in Aceh to mainstream protection principles and reduce protection concerns at the refugee-hosting sites. Work closely with relevant IOM staff and partners to ensure the centrality of protection in the response and to strengthen the protection environment for the refugees;
- Identify and report immediately any challenges or risks to the beneficiaries, staff or partners;
- Ensure adherence to IOM data protection principles and data protection policy at field level;
- Support the team to collect and maintain relevant information to contribute to the program monitoring of performance indicators and regular reporting systems by preparing data analysis, summary sheets, internal reports and other form of monitoring tools in accordance to program needs;
- Provide timely inputs and project development efforts as requested to National Programme Officer or the Programme Coordinator in the development and dissemination of lessons learned and best practices of the project;
- In coordination with finance and procurement departments and working closely with the Aministrative Assistant, ensure that all administrative procedures are carried out timely and according to IOM standards;
- Support the coordination and logistics preparations for field visit in Aceh by donor or government delegations as requested;
- In coordination with the National Programme Officer and with the support of the Project Assistant, represent IOM at local coordination meetings;
- Perform any other duties as required.
Required Qualifications and Experience
Education
- Bachelor degree or equivalent in Social Work, Gender, Development Studies, International Relations or a related field from an accredited academic institution with at least four years of relevant working experience, or;
- Completed High School degree from an accredited academic institution, with at least six years of relevant working experience.
Experience
- At least 5 years of experience in humanitarian or development programmes, preferably programmes targeting populations on the move;
- 3 years of experience with government coordination; 3 years of experience in staff supervision and demonstrated prior experience with leading a team.
Skills
- Experience in protection mainstreaming in humanitarian response, training on related subjects.

Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and Bahasa Indonesia is required (oral and written).
