Background

There are currently over 940,000 Rohingya refugees hosted in Bangladesh, including 770,000 that have fled violence in Myanmar Rakhine State since August 2017.  Overcrowding conditions in the camps in Cox’s Bazar, coupled with lack of livelihood and educational opportunities and almost complete dependency on humanitarian assistance, has made Rohingya desperate for better living conditions. The lack of durable solutions clearly in sight for this large refugee population creates the opportunity for human smuggling and human trafficking. A large part of those movement is composed of Rohingya who seek refuge in Indonesia and Malaysia by crossing by boat the Andaman Sea. Rohingya refugee groups arriving in Indonesia are exposed to multiple protection risks that require targeted support. At the moment, more than 1,000 Rohingya refugees are hosted at temporary shelters as a transit site in several locations in Aceh Province.

IOM provides humanitarian assistance to Rohingya refugees that disembark in Indonesia, including health, protection, shelter, NFI and MHPSS. IOM has a camp management role for the transit sites in Aceh where Rohingya refugees are temporarily accommodated upon disembarkation.

Nature of the consultancy

Support IOM camp management activities at Rohingya refugee transit sites in Aceh.

Tasks to be Performed Under This Contract:

The consultant will support the IOM Indonesia team with the management of the transit facilities where Rohingya refugees disembarking in Aceh province are being temporarily sheltered. The consultant will be responsible to conduct the following assignments:

  • Work in close coordination with IOM Health, MHPSS and other teams to facilitate access to services for the refugees;
  • Coordinate closely with humanitarian partners and government actors and service providers on the site to ensure quality of humanitarian assistance;
  • Ensure that needs identification and design of humanitarian response is coordinated with the refugee community;
  • Ensure that refugees are adequately represented and consulted;
  • Conduct protection risk mitigation and improve the overall protection environment and safety for the refugees in close cooperation with IOM technical experts;
  • Act as a focal point for all activities ongoing at the transit site;
  • Support the IOM team to maintain relations with the host community, local authorities and other key actors involved;
  • Provide support with refugee movement in line with IOM guidelines and government regulation;
  • Any other duties as required by the evolving situation.

  • Deliver on agreed detailed workplans for the transit site in timely manner and to the expected level of quality;
  • Timely inform the team of any changes in the local context that will affect operations;
  • Reach out for technical support and coordination when required;
  • IOM principles and best practices of community engagement are utilized;
  • Realistic delivery dates and details as to how the work must be delivered

The total duration for this assignment is 3 (three) months.

Performance indicators for evaluation of results

The quality, targeted and detailed of the work performed as established in above as well as compliance.

Reporting Lines (Type of supervision that will be provided)

The Consultant will work under the direct supervision of the DCR National Officer, direct and support camp management to meet the basic needs of the refugees according to minimum CCCM standards and best practices.

Consultant’s Workplace

Several sites in Aceh province, Indonesia.

The consultant might be required to travel to other refugee hosting or disembarkation sites within Aceh province.

Qualifications or Specialized Knowledge/experiences required:

The proposed consultant(s) should have following competence.

  • University Degree in social work, gender, development studies, international relations or other related fields;
  • At least 3 years of experience in humanitarian or development programmes targeting migrants;
  • Experience in working with relevant non-governmental institutions, civil society organization or UN;
  • Excellent interpersonal skills;
  • Respect for diversity;
  • Excellent organizational skills; ability to meet deadlines and work under pressure;

Language: Fluency in English and Bahasa both oral and written is mandatory.
