Over the past decades, integrated management on terrestrial and coastal-marine areas has been gaining attention of the Government of Indonesia. However, on-the ground implementation is a complex and formidable task that still become an issue to be solved. The increasing development by the time decreasing the environmental quality. Sectoral and silo approach according to each jurisdiction may no longer be applicable. Instead, collaborative, integrated, and transformative approaches are keys to achieving sustainable development at various scales. The current national agenda, for instance, highlighted the green economy transformation and observed the nexus between climate, biodiversity, and development. The integrated management of land-and seascape in Indonesia is therefore, one of the keys to support the sustainable development.

The project “Solutions for Integrated Land- and Seascape Management in Indonesia (SOLUSI)” aims to develop and implement an ecosystem approach to land and seascape management in three regions of Indonesia: Central Sulawesi, Central Java, and Bangka Belitung Provinces. As such, its focus lies on biodiversity conservation and ecological restoration, including efforts to strengthen the sustained provision of eco-system services, strengthen blue and green economies as pathways to sustainable development, including agroforestry, aquaculture, and the promotion of ecotourism. SOLUSI promotes enhanced climate-resilient livelihoods through public-private-people partnership (P4), policies and investments and facilitates learning among partner provinces and scaling-up to others using an inter-provincial knowledge sharing platform. This project is a partnership between the Government of Germany (BMUV) and the Government of Indonesia (BAPPENAS) and will be implemented by a consortium consist of GIZ, ICRAF, SNV and Yayasan KEHATI Indonesia.

To support implementation of the project, we seek one (1) Indonesian candidate for the position as:

Junior Environmental Policy Advisor

(Job Title in SAP: Junior Advisor)

Core Tasks

In your role you support the officer responsible for the commission in implementing the technical, content-related and organisational aspects of the commission. In consultation with your line manager, you collaborate on planning and steering tasks and on monitoring the activities and measures. You also respond promptly and competently to matters that fall within your as- signed thematic area, where applicable in consultation with experienced specialists, and fol- lowing consultation remain available to answer further enquiries.

You may be assigned individual tasks in connection with project administration and project implementation. You participate in the conceptual design of the project, in particular in the modification or realignment of the project. You provide technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other ac- tors, and thereby support strategy development.

In coordination with the country director and your line manager, you also use your contacts for the acquisition of job orders on behalf of the company. Working with experienced specialists, you resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

You clearly communicate the relevant requirements, conditions and restrictions in terms of your capacity to act with due regard for compliance rules and P+R. You deal with the matters and job orders assigned to you with due regard for all the legal, contractual, socio-political and corporate policy requirements and the instructions of your line manager and follow up the processing and completion of those tasks.

Working with experienced specialists, you resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

In addition, you deal with all associated matters in your thematic area promptly and competently.

You provide support for knowledge management and ongoing process development in your area of responsibility.

You also prepare and share documentation.

You perform the tasks assigned to you by your line manager, where required.

Main Activities

Policy Analysis & Development

  • Under the guidance of SOLUSI project manager analyze international policy related to climate, biodiversity and ocean and provide recommendation to the project how this link to project activities.
  • In consultation with the line manager: monitor, analyze, and interpret national and sub-national policies, regulations, and frameworks on the environment policy relevant to the project mandate.
  • Contribute giving technical input to strengthen policy alignment with sustainable development, governance, and community priorities.
  • Contribute to drafting policy briefs, position papers, and recommendations for decision-makers.

Government Relations

  • Serve as the focal point for engagement with local government of the project site.
  • Support to facilitate dialogue between government counterparts and the organization to ensure alignment of initiatives on the environment policy.
  • Support policy advocacy strategies to influence decision-making processes.

Stakeholder Coordination & Networking

  • In consultation with the line manager: map key stakeholders and maintain a database of government, CSO, and private sector partners.
  • In consultation with the line manager: Act as a liaison to ensure consistent communication and shared objectives across stakeholders on the environment policy.
  • Together with line manager and project team build and maintain strong partnerships with CSOs, NGOs, academia, and community leaders.

Strategic Advisory & Advocacy

  • Support the project team on political and policy developments, risks, and opportunities.
  • Support the design of advocacy campaigns and policy engagement strategies.
  • Provide training and technical support to government and CSO partners on policy development and implementation.

Reporting & Knowledge Management

  • Document stakeholder engagement processes and outcomes.
  • Prepare progress reports, briefing notes, and presentations for internal and external audiences.
  • Contribute to knowledge products, publications, and environment policy case studies

Qualifications and specialist knowledge

  • Completed a university degree (Bachelor’s) in international relationship, environmental science, marine biology, geography, communication, social sciences, or other relevant fields.
  • 2 Years experience in 2 years in environment policy and stakeholder engagement including sub national government relation on the environment topic, awareness, project database development, or related fields (internship or project experience can be counted).
  • Basic knowledge of environmental and/or development issues, with interest in marine and coastal governance considered an advantage.
  • Strong skills in writing, editing, and preparing knowledge products (e.g., reports, briefs, presentations, communication material).
  • Ability to translate complex policy issues into clear, actionable recommendations.
  • Fluency in Bahasa Indonesia and good command of English (written and spoken).
