International cooperation on norms and standards, accreditation and conformity assessment procedures, as well as market surveillance and product safety are crucial for facilitating trade, ensuring consumer protection and strengthening innovation capacities.
To support the international harmonisation of quality infrastructure systems, the German Federal Ministry for Economic Affairs and Energy (BMWE) has been cooperating with international partner countries for many years. Germany increased these efforts with the establishment of the Global Project Quality Infrastructure (GPQI) in 2017. Through GPQI, Germany engages in international cooperation on quality infrastructure with important trading partners such as Brazil, China, Mexico, India and Indonesia. As a multi-stakeholder platform, the project brings together governments and experts from public and private sectors – technical organisations, associations and the industry.

GIZ is seeking one qualified Indonesian candidate for the following position: Economic Cooperation and Private Sector Development Advisor
Core Tasks
In your role you are responsible for the technical, substantive and organizational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensure the quality of the commission’s outcomes
In addition, you contribute to the conceptual design of the project, in particular its modification or realignment and are partly responsible for general project management tasks
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development
In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You re- solve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks
You perform the tasks assigned to you by your line manager, where required.
- Plan, coordinate and steer implementation of political and technical dialogues on quality infrastructure to work towards reducing technical barriers to trade (TBT) and ensuring consumer safety.
- Support the dialogue in a complex multi-stakeholder environment, involving different political levels as well as the local, regional and international private sector.
- Engage with commissioning party in Germany – in coordination with Steering unit – on implementation of the project in Indonesia (in German language), provide briefings, presentations and other advisory to them.
- Advise project partners from administration, politics, business and research on the German and Indonesian side regarding Quality Infrastructure elements, as well as planning and development of topics in Indonesia.
- Further establishment of the stakeholder and partner network in Indonesia and Germany, especially with Indonesian ministries (Ministry of Industry) and public authorities as well as the private sector.
- Responsibility and managing distinct cooperation topics (“project lines”) to meet the project objectives (e.g. project lines regarding the topics of Standardisation, Accreditation, Conformity Assessment)
- Design and implement activities like workshops, launch of publications or other physical, hybrid and virtual formats with the support of experts and stakeholders.
- Support on various project management tasks, also for the Global project
- Perform different duties and tasks as agreed upon with the Project Lead, which may not be explicitly mentioned in the job description.
- Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028)
- Master’s degree in an area relevant to the project, preferably in economics, business administration, public policy/administration, social science with a focus on a relevant field
- Minimum of 5 (five) years professional experience in a comparable position (e.g. in governmental / international organizations, technical-scientific organizations)
- Minimum 2 years’ experience in project management
- In depth-knowledge in international trade and international economics
- Proven experience in policy advocacy and/or political advisory between Indonesia and Germany/EU
- Proven experience in managing complex multi-stakeholder projects in an international context.
- Proven experience in working with stakeholders from the government and/or industrial sector in Indonesia / Germany.
- Preferable knowledge of at least two of the mentioned QI Elements: standardization, accreditation, conformity assessment, and market surveillance
- Full working fluency in English and German Language, other languages are a plus

Direct Supervisor: Principal Advisor of GPQI Project and the Implemented Manager of GPQI Project in Indonesia.
