The Government of Indonesia has identified the transformation towards a green economy – an economy that is internationally competitive, environmentally sustainable, and socially inclusive – as a central strategy to promote continued high economic growth and to achieve the Indonesia Vision 2045, which focuses on Indonesia becoming a high-income country. Currently, however, there is a lack of an adequately skilled workforce to be able to exploit the employment potential of the growth of a green economy. The skills gap is especially prominent in the renewable energy (RE) sector. Estimates suggest that to achieve its RE expansion targets, Indonesia will need 35,000 professionals annually (many of them with new competencies), while traditional energy jobs decline. For many Indonesian energy companies venturing into renewables, this skill gap already translates into project delays and higher recruitment costs. Thus, the availability of adequately trained RE professionals, in sufficient numbers, with proximity to the RE project locations, and relevant expertise is becoming a key factor for companies to stay competitive and for the Indonesian government to reach its energy transition and Golden Vision 2045 targets.

To address this challenge, GIZ in collaboration with a leading Indonesian power supplier has established a development partnership with the private sector under the develoPPP programme of the German Federal Ministry of Economic Cooperation and Development. The project’s activities are implemented in three intervention areas:

  • Developing/updating industry-relevant training offers in cooperation with energy companies and associations and mandated public education and training institutions
  • Piloting these new and/or updated training offers in cooperation with local universities/polytechnics in proximity of RE project locations and supporting the sustainable anchoring of training offers in the education and training system
  • Disseminating the new or updated training offers and lessons learned to the wider energy sector community

 The develoPPP project is therefore recruiting one Indonesian candidate for the following position:

Advisor – Renewable Energy Cooperation

Core Task

In your role you are responsible for the technical, substantive and organizational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues I bands 2 and 3, and ensure the quality of the commission’s outcomes.

In addition, you contribute to the conceptual design of the project, in particular its modifications or realignment.

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective of the project and provide impetus for further strategy development.

In coordination with the country director and your line manager, you also use your contacts for the acquisition of the contracts on behalf of the company.

In consultation with your team colleagues and line managers, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.

Main Activities

In close collaboration with a training advisor and under supervision of the implementation manager as well as the line manager, the Renewable Energy Cooperation Advisor performs (but not limited to) the following tasks:

  • Support the operational planning, the preparation of project activities, deadlines, and budget estimations and coordinate activities closely with other team members, private sector partners and other relevant stakeholders.
  • Provide strategic, technical, conceptual, and administrative inputs to achieve and ensure the fulfilment quality of the project indicators. This includes the development of upskilling strategies, concepts, teaching and training materials, organizations of workshops, drafting of project reports and communication documents.
  • Liaise with and provide technical advice to the private sector counterpart, ensure that all project outputs are relevant to and aligned with their priorities
  • Supporting the development and updating of short course training offers in selected RE fields, communication formats and project reports.
  • Organize consultations, identify sector-led initiatives and private sector partners with interest in project activities, establish contacts and facilitates communication and cooperation among them.
  • Document lessons learnt as a basis for formulating policy recommendations, promoting future-oriented and industry-led human resource development for the energy transition.
  • Prepare and conduct project missions and field visits to the pilot regions in accordance with the requirements of the area of responsibility.
  • Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028)

Required qualifications, competences and experience

Qualifications

  • Bachelor/Masters (B/MSc; B/MA) in energy, climate, sustainable development, environment, engineering or any area that is related to energy transition.

Professional experience

  • At least 7 years of professional working experience in development cooperation providing technical assistance to governmental agencies and the private sector in the field of renewable energy.
  • Demonstrated a good knowledge in the renewable energy landscape in Indonesia, preferably in human capital development related to renewable energy projects.
  • Prior experience working in the private sector in the renewable energy field is an asset.

Other knowledge, additional competencies

  • Soft skills such as teamwork, problem solving, mediation, pragmatism and diplomatic skills are essential.
  • Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office, applied RE software, etc.)
  • Language skills: excellent English and Bahasa Indonesia skills required.
  • Good analytical skills as well as excellent organizational skills; efficiency, accuracy, and high-quality delivery of all work-related output; results and performance orientation; as well as a team-oriented person.
  • Extensive network in the RE sector.
