Program Officer for Maritime Security

IOJI is currently seeking qualified candidates for the following positions:

  • Title: Program Officer/Junior Researcher for Maritime Security
  • Project: Improving Indonesia’s Ocean Governance
  • Project Location: Jakarta
  • Duration: 1 July 2024 – 31 December 2024 (6 months) with possibility of extension based on performance evaluation and available budget
  • Contract Type: Fixed Term, PKWT (Perjanjian Kerja Waktu Tertentu)
  • Benefit: Paid income tax (PPh 21), BPJS Kesehatan, BPJS Ketenagakerjaan, and Religious Holiday Allowance (Tunjangan Hari Raya/THR) by IOJI.
  • Travel: This position requires frequent domestic traveling. Travel costs will be borne by IOJI.
  • Direct Supervisor: Program Manager for Maritime Security and Access to Justice

Background

In 2024, IOJI is part of the team formed by the Indonesian Coordinating Minister for Political, Legal, and Security Affairs that is based on the Decree of the Coordinating Minister for Political, Legal and Security Affairs Number 71 of 2024 concerning the Synchronization Study Team for Regulations concerning maritime security, safety and law enforcement at sea (“KSR KKPH Team”). KSR KKPH Team is assigned to prepare a study on regulations in the field of maritime security and safety.

Additionally, IOJI is currently developing an assessment on implementing the Port State Measures Agreement (PSMA) in Indonesia. In this context, the team will conduct desk studies and site visits to identify the status of port state measures in Indonesia.

Knowledge, Experiences, and Competencies

We are looking for a candidate with the following qualities:

  • Bachelor in law with specialization and interest in international law of the sea, international environmental law, international human rights law, and/or Indonesian laws relevant to the said matters;
  • Minimum 2 (two) years of working experience in an international organization, government institution, think tank, research institution, and reputable law firm is preferred, but fresh graduates with strong research backgrounds are welcome to apply;
  • Strong organizational or leadership experience is preferred;
  • Excellent legal research and writing skills. Candidates will be asked to provide an example of writing on issues related to maritime security;
  • Have a good awareness of national politics;
  • Good project & time management skills;
  • Good communication skills in Bahasa and English
  • Initiative and proactive; an
  • Able to work independently and collaboratively.

Scope of Work

The Program Officer will be responsible directly to the Program Director and Program Manager of Workstream-1 (Maritime Security and Access to Justice). The Program Officer will be responsible for carrying out tasks, as follows:
