Job Title: Research Consultant – Green Iron and Steel (Statistician/Economist)

Background

Indonesia’s iron and steel industry is experiencing growth in consumption. Increased consumption of iron and steel on a national level directly impacts greenhouse gas emissions.

The government is a major consumer of iron and steel materials for large-scale infrastructure projects such as roads, railways, buildings, and public transport. However, the regulation of green public procurement (GPP) for these materials is absent.

Decarbonizing the iron and steel industry at the national level can help achieve Indonesia’s net-zero emission target. The Indonesian Government can leverage its substantial purchasing power, especially in public procurement, to accelerate the shift toward low-carbon materials.

The iron and steel industry is critical in Indonesia’s industrial development and trade. Decarbonisation in this industry, while essential for achieving Indonesia’s climate targets, may impact the competitiveness of domestic iron and steel commodities.

Therefore, The Habibie Center is seeking a consultant to assess the role of iron and steel sector decarbonization in achieving Indonesia’s greenhouse gas reduction targets as outlined in the Indonesian Net Zero Emission Roadmap, and to analyze the market dynamics to identify key barriers to the competitiveness of decarbonising iron and steel.

Scope of Work

  • To assess the role of decarbonizing the iron and steel sector for the Indonesian greenhouse gas emission reduction target by estimating potential emission savings from green steel production compared to conventional steelmaking.
  • To identify key barriers to the competitiveness of decarbonising iron and steel by:
    • Cost competitiveness analysis between green and conventional steel
    • Trade analysis (Market analysis) under the assumption that the Indonesian iron and steel industry decarbonizes.

Eligibility Criteria

The Consultant/Researcher must be a Senior Expert in Research. The researcher should hold a minimum of a:

  • Master’s degree in Economics, Statistics, or related subject, and practical knowledge in conducting similar analysis/assessments in Indonesia.
  • A minimum of 5+ years of experience in research with particular expertise in econometrics/statistics.
  • Proven experience in analysing statistical data.
  • Extensive quantitative research and data analysis experience using statistical software (SPSS, Stata, and others).
  • Proven consultancy and/or work experience with NGOs, Universities, or the Government. Have a data source to run analysis.
  • Prior engagements as a research consultant or partner in similar work will be an added advantage.
