Proposal Objective:
Social Impact is bidding on the upcoming follow-on to the USAID Indonesia MEL Platform project. The activity will support the implementation of the U.S. Government’s and USAID’s current priorities such as the Indo-Pacific Vision as well as future priorities that may arise during the life of the activity. This multi-year project supports USAID in implementing Country Development Cooperation Strategy (CDCS) in the areas of:
- Monitoring support services
- Designing and conducting performance, impact, and developmental evaluations to learn from activities
- Providing research, data analysis, and assessment to identify gaps in assistance
- Providing short-, medium-, and long-term consulting services and logistical support
- Knowledge management support
- Initiating collaboration, learning, and adapting (CLA) activities among stakeholders
Position Description:
Social Impact is seeking a full-time Monitoring Lead to lead monitoring activities for the Mission and its Implementing Partners (IP) for this anticipated project. This includes supporting or overseeing MEL Plans, DQAs, data collection and management, and other activities described below.
This will be a full-time position based in Jakarta, Indonesia for the duration of the contract, contingent upon contract award. The anticipated award date for the proposal is Summer 2025.

Responsibilities:
- Provide oversight and quality control for all monitoring-focused activities for the duration of the activity.
- Supervise and mentor related staff under the monitoring component of the activity.
- Oversee DQA reviews, develop methodologies to assess DQA indicators, and strengthen USAID and IP capacities on conducting DQAs and maintaining data quality.
- Coordinate portfolio reviews, supporting USAID with scheduling, creating templates, collaborating around indicator data analysis, coordinating information collected from technical teams, and supporting facilitation.
- Build the capacity of USAID and IPs on data analysis, presentations, and use findings to adapt at the strategy and implementation levels.
- Oversee field-based monitoring efforts, and establish and maintain a site visit plan for all USAID activities.
- Oversee data collection and analysis through the collection and analysis of data from primary and secondary sources, including public opinion surveys.
- Support GIS and MIS data collection from IPs.
- Support data visualization and analysis efforts.
Qualifications:
- Master’s degree in the field of international development, political science, public administration, statistics, social sciences, or related field.
- At least eight years of experience in international development. Experience working on USAID activities in a similar capacity.
- Experience in the design and management of MEL plans, indicators, DQAs, performance indicators, data management and collection, or other monitoring responsibilities described above.
- Experience overseeing or implementing initiative to strengthen monitoring capacities of clients, implementing partners, or data collection firms.
- Knowledge and familiarity with the USAID program cycle, program management, financial management, and reporting systems.
- Strong presentation, reporting, and communication skills, and the demonstrated ability to interact diplomatically with a wide range of stakeholders.
- Proven supervisory, mentorship, and leadership capabilities for all levels of staff (employees and consultants).
- Familiarity with MIS and GIS data collection and analysis is preferred.
- Familiarity with data visualization and analysis is preferred.
- Excellent oral and written English.
