Project Overview
Rare is a fast-growing international conservation organization already making strides towards promoting widespread sustainable fishing practices in multiple countries. One of the countries is Indonesia with the goal of improving nearshore fisheries. Most of the small-scale fisheries in Indonesia are inherently local: fishers from coastal communities’ fish their near-shore waters and sell their catch in the local market. These fisheries are anchors to the local economy – a key part of the social and cultural fabric of the archipelago and essential to the nation’s food security. To ensure sustainable coastal fisheries, effective management must focus at the same level as the activity: locally. But, devolution of fisheries management authority from the Indonesian national government to the district level and the subsequent re-absorption to the provincial level has left critical gaps in effective fisheries governance across coastal communities.
Since 2014, Rare in Indonesia has used behavior-centered design to build a community’s agency and capacity to address coastal fishing challenges and adopt more responsible fishing behaviors through Rare’s flagship Fish Forever Program. To develop this agency and capacity, we have created a suite of tools that enables fisheries data collection, fisheries management body development, fisher goal-setting and management plan development, and a process for Managed Access + Reserve (MA+R) implementation. Central to the Fish Forever model is the proven “TURF-R” system (Territorial Use Rights for Fishing + Reserve). This model combines spatial property rights for fishing areas with marine reserves (or No Take Zones – NTZs), protecting key habitats where fish stocks can rebuild. As fish populations recover in these reserves, a spillover effect can improve catch in the adjacent fishing zones.
To create country level movement that promotes change in marine conservation and fisheries management regimes, Rare Indonesia needs to change its approaches. The new law No 23/2014 on Regional Government withdraws district government’s authority and gives back the authority to provincial government. This power shifting advocates us to work more strategically, so for example, instead of working sporadically at the site level in many provinces, we shall focus on one or two selected provinces. Innovative approaches include allocate potential MA-R sites under existing marine areas management regime to support legal recognition. Shifting the capacity building strategy from individual focus to a collective team focus is another approach, this requires us to create incentive systems and training models that are more practical yet rewarding. Lastly, we also need to integrate sustainable financing mechanisms that will sustain MA-R and behavior change initiatives in the long run.
Position Overview
The position will support the implementation of small-scale fishery microenterprises and FMB business in Southeast Sulawesi Province. He/she will support business strengthening for fishers’ group, fish processors, fish buyers, fish traders, ice making business, and other fishery related business. This position will work in coordination with Gender and Financial Inclusion Senior Associate and reports to the Gender and Financial Inclusion Senior Manager. In addition, this position will work in close collaboration with other implementing and supporting team across team in Rare, including the Program Implementation Manager of SE Sulawesi and Senior Associate, Fisheries Program of SE Sulawesi. Primarily, this position will organize microenterprise and FMB business trainings across SE Sulawesi; provide technical assistance to the development of Fisheries Management Body (FMB) business unit; support formalization of FMB business as needed; mentored and provide continued assistance to fisheries microenterprise in general and to 8 selected FMB business in Southeast Sulawesi.
In addition, the consultant is also expected to support the linkage between savings club and FMB particularly through savings club social fund contribution. This position will support MA+R implementation process in Southeast Sulawesi, including to support creative approaches in integrating gender into microenterprise initiatives in particular, as well as in the implementation of MA+R in general.
Essential Functions
This position will serve the following significance functions as follows:
- Organize strengthening training for small scale fishery business in sustainable business practices, sound business finance and management, business formalization, product quality improvement, and the introduction of market outreach in creative ways.
- Provide continued assistance to fisheries business to increase profit while also running sustainable business practices.
- Together with the program implementation team to support the FMB business unit, including to provide technical assistance to the development of FMB business unit; support formalization of FMB business as needed; increasing capacities of FMB members involved in the business; and ensure fair, transparent and responsible business practices.
- Ensure income streams for FMB from the savings club and profit gained from FMB business will be contributed to the Fish Forever Implementation.
- Support gender integration into the implementation of fishery business development and the implementation of MA+R.
- Coordinate data management for fishery-related-business to ensure all information are available in timely manner.
- Build and maintain relationships with key stakeholders, including MA+R Implementing Partners, local leaders and the community to raise Rare’s profile and to support the success of the program.
- Work in collaboration and coordination with Rare team to plan, implement, monitor, and report the progress to ensure all deliverables are met with Rare’s quality standards.
Required Experience and Education
- Bachelor’s degree in relevant fields including Fishery Resource Management, Fisheries Socioeconomics, business, economics, finance, marketing, accounting, and other related fields.
- A minimum of 5 years of experience in microbusiness development in the sustainable use of natural resources in small scale fisheries.
- Able to develop business plan and understand the key steps in business development.
- Experience in assisting business through formalization/business permit process is an additional value.
- Demonstrable experience in community organizing and facilitation.
- Knowledge and experience of local cultural norms, language, and people of Southeast Sulawesi are highly preferred.
- Experience in using MS Office suite and is enthusiastic about learning new software/applications.
- Possess ability to influence and manage others even without direct supervisory function.
- Proven success in being able to thrive in team environments, solution oriented, having a strong understanding of diversity and other cultures and having built relationships over long distances.
- The ability to self-manage and to adjust to competing priorities and allocate time as necessary to get the job done.
Work Environment
Internal – This position reports to the Senior Manager, Gender and Financial Inclusion. S/He will interact with various teams involved in the implementation of various works of Rare in Indonesia. This position operates in a professional office environment as well as field set up (usually in remote places). This position should be comfortable and proficient with working with implementing partners and communities, and at all stages of project implementation.
This job routinely uses standard office equipment such as computers, internet, video conferencing and smartphones. Rare does not provide the consultant with any of the equipment and expects him/her to have the equipment his/herself to perform his/her work.
Physical Demands
This position is a role with specific physical demands especially during support visits. The person must be able to work in remote places and be comfortable with limited communication access, limited hygiene facilities, also with various transportation modes (e.g., boat, motorcycle).
Position Type and Expected Hours of Work
This is consultancy-type position; typical workdays and hours are depended on the when-actual-employed basis. The workload might however be distributed unequally over time with more and less intense periods of work. As consultant at Rare, s/he will work independently at no longer than 35 hours a week or no longer than 120 hours a month. Please note that this position is eligible to participate in Rare’s telecommuting or flexible work schedule program.
