NLR Indonesia is a national foundation and a member of the NLR Alliance. NLR Indonesia’s main programs are leprosy control, prevention of disability, inclusive development for persons with disabilities, and cross-cutting interventions on reducing stigma and discrimination for people affected by leprosy and persons with disabilities. NLR Indonesia’s approaches are capacity building, awareness raising, lobbying and advocacy, and piloting innovative approaches and building networks. NLR Indonesia partners with disabled people organizations, civil society organizations, educational institutions, as well as national and local government institutions.
Currently, NLR Indonesia is looking for a candidate for the following position:
- Job Description: Operations Manager
- Reports to: Executive Director
- Location: Jakarta, Indonesia
- Supervises: Finance, HR, Administration, and Procurement Staff
Main Responsibilities
Under the supervision of the Executive Director, the Operations Manager is responsible for overseeing the organization’s internal operations, ensuring efficiency, compliance, and effectiveness across finance, human resources, administration, and procurement. The role also contributes to strategic planning and fundraising initiatives in support of NLR Indonesia’s mission.
Financial Management (50%)
Objective: Ensure robust financial oversight, reporting, and compliance to support organizational sustainability.
- Oversee day-to-day financial operations, including accounting systems, payroll, financial statements, budgeting, and internal controls.
- Ensure all funds are used in accordance with approved budgets and donor agreements.
- Monitor financial transactions to ensure compliance with NLR Indonesia and donor-specific regulations, as well as Indonesian financial laws and tax obligations.
- Supervise and mentor finance and accounting staff to maintain quality, accuracy, and timeliness.
- Ensure timely submission and review of accurate financial reports for internal and donor use.
- Collaborate with Budget Holders to support planning, forecasting, and expenditure monitoring.
- Lead the preparation and review of financial reports and assist in variance analysis to identify over/under spending, along with providing justifications.
- Support Program Managers and Coordinators in preparing financial sections of donor reports and proposals.
Human Resources Management (20%)
Objective: Develop and implement effective HR practices that support organizational culture, legal compliance, and staff development.
- Oversee the implementation of human resource policies, procedures, and systems.
- Supervise the HR staff and ensure accurate and confidential management of employee records.
- Lead recruitment, onboarding, performance management, and staff development processes.
- Ensure compliance with Indonesian labor laws and organizational policies.
- Address and resolve staff concerns, grievances, and disciplinary issues in a fair and professional manner.
- Promote employee engagement, well-being, and retention strategies.
- Regularly review and update HR policies to reflect best practices and evolving legal requirements.
Procurement and Administration (20%)
Objective: Ensure efficient, transparent, and compliant procurement and administrative processes.
- Develop and implement procurement plans, procedures, and internal controls aligned with donor and organizational guidelines.
- Supervise procurement and admin staff, ensuring effective supplier/vendor relationships and service delivery.
- Ensure all procurement activities are well-documented, competitive, and in line with approved budgets and policies.
- Manage administrative functions, including office infrastructure, travel, legal compliance, and contracts.
- Coordinate with other departments to support project needs and administrative requirements efficiently.
Fundraising Support (10%)
Objective: Contribute to resource mobilization and sustainability initiatives.
- Support the Executive Director and program team in preparing funding proposals and grant applications.
- Assist in developing donor budgets and ensuring alignment with organizational capacity and operational costs.
- Contribute to strategic fundraising efforts by providing operational insights and financial feasibility inputs.
- Maintain accurate documentation of project budgets and donor funding streams to support audits and proposal development.
This job description covers the main tasks that are anticipated. Other tasks may be assigned as necessary.
Qualifications
- Minimum of a Bachelor’s degree in Accounting, Financial Management, or a related field; a Master’s degree is an advantage.
- At least 10 years of relevant professional experience, with a minimum of 5 years in a managerial or leadership role, preferably within an international NGO or corporate environment.
- Proven experience and understanding of financial management, internal controls, and donor compliance.
- Demonstrated experience managing and evaluating Human Resources functions, including working with HR metrics and staff development initiatives.
Competencies
- Strong expertise in developing, implementing, and evaluating financial, administrative, and operational policies and procedures.
- Proven ability to manage financial systems, prepare budgets, and produce high-quality financial reports.
- In-depth knowledge of Indonesian labor laws, HR policies, and global HR best practices.
- Experience working in multicultural and cross-functional teams; prior experience in a support or enabling function is preferred.
- Excellent interpersonal, communication, and conflict-resolution skills, with the ability to foster positive team dynamics.
- High level of integrity, trustworthiness, and ability to maintain confidentiality.
- Capable of handling multiple priorities under pressure and managing personal and team stress levels effectively.
- Fluent in spoken and written English; strong report writing and numerical analysis skills.
- Demonstrated ability to lead, coach, and mentor staff; strong team-building and delegation capabilities.
