Medecins Sans Frontieres (MSF) is an international medical and humanitarian, non-profit organization acting in accordance with the principles of humanitarian assistance, impartiality, neutrality, medical ethics and medical confidentiality, independent from any political, religious, military or economic authority.
In compliance with MSF’s charter and based on an independent assessment of needs, MSF provides medical and humanitarian assistance to populations in distress without discrimination on the basis of ethnical affiliation, religion, gender or political convictions, in the contexts of epidemics, endemic diseases, natural disasters and conflicts. The humanitarian and impartial nature of MSF’s action and operational principles is recognized and respected by the Parties as a requirement for and condition of MSF’s activities.
MSF in Indonesia is working under a Memorandum of Understanding (MoU) with the Ministry of Health (MoH) on Emergency Preparedness and Response to Health Crisis.
The program consist of :
- The E-Hub project of capacity building for emergency preparedness and response to health crisis in the areas of data management, environmental health, medical emergencies, mental health, supply and logistics.
- Preparedness to participate in medical emergency responses to health crises, in coordination with the Health Crisis Center (PUSKRIS) of the Ministry of Health.
Main Goals of Program are:
- Health care workers and emergency responders are better prepared to assist victims of health crisis as a result of the E-Hub program.
- Victims of health crisis benefit from timely mobilization of MSF capacity, resources and expertise as part of the emergency responses to health crisis.
Specific Goals of Program are:
- To develop further the E-Hub Project of capacity building in emergency preparedness and response in support of the MoH Health Crisis Centre for developing medical emergency response capacity.
- To create a standard comprehensive capacity building package that can be used in Indonesia and other parts of the Region.
- To contribute to medical emergency responses to health crisis, whenever required.
The area intervention in the current MoU are Provinces of DKI Jakarta, Banten, Aceh, West Sulawesi, Maluku.
We are looking for a fulltime HR/FIN MANAGER (based in Jakarta), who will coordinate the administrative management of the human resources include support to the finance department
Main Responsibility
Human Resources
- In close coordination with the Country representative Head of Mission (HOM) (based in Jakarta), the HR Officer (HRO) and Finance-Accounting Manager (FAM) (based in Jakarta) and backup by Finance Officer (FO) (based at headquarter level), calculating, analysing and monitoring the project’s HR and Financial operational needs and the associated budget in order to efficiently ensure the required sizing and capabilities of the project and proper allocation of funds according to funding contracts. Proposing corrective actions when required.
- Planning, supervising and ensuring the implementation of, in close coordination with HOM and Leaning & Development Specialist, the associated processes (recruitment, training, briefing, induction, evaluation, potential detection, development and communication) of the project or coordination staff in order to ensure both the sizing and the amount of knowledge required. Supporting the project line managers in said processes in order to improve staff capabilities, their end results contribution to mission goals and to boost their active participation and MSF commitment.
- Advising on set-up and updating the project’s organizational chart and job descriptions and assisting the HOM and/or Managers to draw up annual holiday planning and staff shifts in order to forecast HR needs and to ensure HR availability for the project activities
- Ensuring hiring, amendments and contract termination formalities for employees at project level are according to local labour laws. Archiving and updating individual employee files, informing them on their rights and preparing all mandatory tax declarations, in order to ensure legal compliance. In close collaboration with the HoM and HRO, looking for the best options to avoid and/or solve possible labour conflicts in the project
- Supervising/performing payroll procedures, ensuring that all data related to monthly salary calculation of the project national employees are correctly entered in Homere (days off, unpaid leaves, sick leaves, overtime, salary advance, holidays, leaves, social coverage, health coverage, etc.), to ensure timely and accurate salary payments. Under supervision of the HRO, ensuring the indexation process of the national staff salary grids are in order to ensure internal equity, cost-of-living adjustments and the correct application of employment conditions in the coordination / project sites.
- With the support of the HRO , is responsible for the proper implementation and follow up of internal regulations and terms of employment contracts of all national staff, ensuring that all staff is employed in the frame of fair labour conditions, and according to local legislation, MSF HR vision, values and principles.
- In close collaboration with the HoM, implementing the administrative procedures of any Memorandum of Understanding (MoU) in force between local partners (e.g. Ministry of Health, etc.) and MSF.
- Coordinating the movements of staff (local hire staff and international mobile staff ) and related administrative formalities (accommodation, ticket, passports, visas, insurance, MoH’s recommendation , per diems) with the mission/project and headquarters include organizing briefings / induction.
- Ensuring that all international mobile, staff have valid work, stay, travel permits.
- Organize and coordinate the administrative activities needed for training, workshop, learning activities etc.
- Responsible for an efficient and access filing system (physical and electronic) and granting the confidentiality of restricted documents
Finances
- Implementing circuits and workflows (management of cash boxes, transfers, advances, purchase procedures, payment validations, follow up of regular payments, bank reconciliation) in order to anticipate expenses at project level and to optimize cash needs and its security.
- Implementing and supervising transactional procedures and systems in order to ensure transparent accounting practices and full documentary traceability (invoices, receipts, bank statements, etc.), following MSF guidelines and rules, and using the respective software in place. Ensuring and controlling the monthly and yearly accountancy closure and all HR, Administrative and Financial reporting (Homère and accounting software monthly closure, sitreps, etc.)
- With support of Finance-Accounting Manager (FAM)/ Finance Officer(FO) to produce the ISAK (Interpretasi Standar Akuntansi Keuangan) for non-profit entity
- In close coordination with the Finance-Accounting Manager (FAM), ensures fulfilment of national legislation regarding employees’ taxes and social security at Mission level, checks that monthly declaration forms for taxes and employee/employer social security contributions are correct and sends them to the Financial Department.
REQUIRMENTS
Education: Essential Bachelor’s degree in, management (business, HR), finance or administration.
Experiences:
- Working experience of at least 5 (five) years in relevant and similar jobs.
- Demonstrated knowledge with relevant Indonesian laws and regulations (financial and labor)
- Ability to work independently with minimum supervision in a fast-paced environment is required.
- Demonstrated ability to maintain confidentiality when working and handling on HR-Finance sensitive condition
- Demonstrated high degree of professionalism and discretion, culturally astute
- Demonstrated organizational skills as well as the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment; ability to resolve HR or Finance issues in interest of MSF
