General Description

Korea International Cooperation Agency (KOICA) is the government organization for Official Development Assistance (ODA) under the authority of the Ministry of Foreign Affairs of the Republic of Korea. In 1991, the Korean government established the KOICA Headquarters and its first regional office in Jakarta, Indonesia. Over the last three decades, KOICA Indonesia office has provided a variety of development programs including projects, technical cooperation, capacity development programs, and volunteer activities. As we continue to adapt to the fast-changing development environment of Indonesia, KOICA now expands the scope and scale of programs for the social and economic development of Indonesia.

Objectives of Position

Under the overall guidance of the KOICA Representative in Indonesia, the Program Officer is responsible for the effective and timely implementation of project activities related to policy analysis, drafting of documents, preparation for meetings and field visits, monitoring and evaluation, administrative support, etc. The project officer will also develop strategic partnerships with key stakeholders, development partners, etc.

Scope of Work

The Program Officer will be responsible for the following duties:

  • To serve as a focal point for project planning and preparation work for project initiation; monitor the status of project proposals and receipt of relevant documentation for review and approval
  • To develop agenda and conduct activities related to the project initiation: demands survey; feasibility study, implementation survey, and signing of the agreement with partner organization;
  • To develop an agenda and conduct activities related to the project implementation, monitoring and evaluation, and completion of the project;
  • To provide technical support in document collections, correspondence preparation, and follow-ups with the related stakeholder
  • To maintain a good communication network with Ministries, agencies, consultants, and PMU (Project Management Unit) for project implementation
  • To prepare appropriate project documents: ROD (Record of Discussion), TOR, Contracts for local consultants, Official letters, BAST;
  • To oversee project procurement management(identify the appropriate measure, to avoid encountering challenges in the hand-over process);
  • To coordinate, monitor, and follow up on the project implementation, and progressively provide updates and submit reports on a regular basis;
  • To provide communication support to the project activities and personnel when required;
  • To participate in and provide logistics for the organization of works/seminars/training/special events, etc. for the Projects assigned;
  • To conduct frequent surveys/monitoring/evaluation activities in a timely manner after the completion of projects.
  • To get involved and actively participate in the national and international forums related to development issues in Indonesia.

Location

The duty station is the KOICA Indonesia Office, Jakarta, Indonesia. The Program Officer will also participate in the meetings and site visits to other regions and countries.

Qualifications:

  • Education: Bachelor’s degree (Master’s degree preferably) in the relevant fields of Development Cooperation, International Relations, or other related fields. A project management certification would be an asset.
  • Experience: At least two(2) years of progressively responsible professional experience in project planning and management, Development Cooperation, and International Cooperation would be an asset. The position is open to all levels of specialists with a minimum of two years of work experience. Work experience in development cooperation agencies or international organizations would be an asset. Starting salary is commensurate with work experience and qualification.
  • Language requirement: Excellent written and verbal communication skill in English and local language is required.
