Environmental Programme Manager
Background
IREEM is a rapidly growing think tank and NGO working in the fields of energy, environment, and natural resources. Over the years, it has built a strong reputation for supporting public policy, building institutional capacity, and facilitating collaborative initiatives with ministries, local governments, industry, academia, and communities. Through strategic initiatives such as energy efficiency programmes, strategic planning, and in-depth studies, IREEM has consistently demonstrated its ability to bridge policy, research, and implementation.
Building on this foundation, IREEM is now expanding its scope to address environmental challenges more comprehensively. This strategic move responds to the increasing urgency of issues such as ecosystem degradation, air and water pollution, waste management, and the growing impacts of climate change—including flooding, drought, and sea-level rise. It also reflects Indonesia’s commitments to global agendas such as the Paris Agreement, Net Zero Emissions (NZE) 2060, and the Sustainable Development Goals (SDGs), which require the integration of environmental sustainability into national and local development policies.
To ensure the quality, sustainability, and scalability of this expanded portfolio, IREEM is seeking an Environmental Programme Manager. The successful candidate will lead the development and implementation of environmental programmes, manage a multidisciplinary team, and strengthen partnerships with donors, government, industry, and civil society—positioning IREEM as a key contributor to Indonesia’s transition toward a low-carbon, sustainable future.
Institutional Arrangement
The Environmental Programme Manager will report directly to the Executive Director and work in close collaboration with the Energy Programme Manager. They will supervise a multidisciplinary team and coordinate across departments to ensure programme integration and alignment with IREEM’s institutional strategy.
Scope of Work
Project Development and Management
- Lead the design and implementation of impactful projects and programmes addressing key environmental challenges in Indonesia (e.g., waste management, climate mitigation and adaptation, sustainable development goals).
- Prepare annual environmental workplans aligned with IREEM’s institutional strategy.
- Develop competitive concept notes and proposals that meet donor priorities and requirements.
- Oversee project delivery using Project Cycle Management principles: planning, implementation, monitoring, evaluation, and closure.
- Manage multidisciplinary teams (researchers, technical experts, communication officers, and administrators) through coaching and capacity building to ensure strong performance.
- Monitor and evaluate project effectiveness and impact, making timely adjustments to achieve results.
- Control project budgets effectively, ensuring compliance with donor regulations and IREEM’s internal policies.
- Ensure all outputs, deliverables, and reports meet standards of quality, accountability, and timeliness.
Partnership Building
- Build and maintain strong relationships with international donors (bilateral and multilateral) and national funding sources.
- Establish and nurture productive partnerships with ministries and government agencies (e.g., Ministry of Environment, Ministry of Energy and Mineral Resources, Bappenas, Ministry of Forestry, and Ministry of Public Work), as well as with local governments, industry, universities, media, and beneficiaries.
- Represent IREEM in public consultations, national and international conferences, and thematic working groups on environment, climate, and natural resource.
- Initiate and facilitate multi-stakeholder collaborations that bring together government, academia, private sector, and civil society.
Knowledge Management & Advocacy
- Produce high-quality knowledge products such as policy briefs, technical studies, scientific publications, training modules, and communication materials for diverse stakeholders.
- Represent IREEM as a speaker or contributor in public discussions, seminars, and media engagements to strengthen its reputation as a leading national think tank in energy, natural resources, and environment.
- Support evidence-based policy advocacy at national and subnational levels, particularly on energy efficiency, energy transition, environmental conservation, and sustainable natural resource management.
- Mainstream Gender Equality, Disability, and Social Inclusion (GEDSI) principles into programme design and implementation to ensure inclusive benefits for all stakeholders.
- Other responsibilities may be assigned as necessary within the functional scope of the position.
Required skills and experience
Education
- Master’s degree in environment, natural resources, climate change, engineering or a closely related field (required).
- PhD in a relevant discipline considered a strong advantage.
- Additional international certifications in project management (PMP, PRINCE2), or in climate/environmental standards are an asset.
Experiece and Skills
- At least 10 years of professional experience in environment, sustainability, or natural resource management, with a strong track record in project design, implementation, monitoring, and evaluation.
- Minimum of 5 years of managerial experience leading multidisciplinary teams and overseeing large-scale national and/or international project budgets.
- Extensive experience working with international donors (e.g., GIZ, UNDP, FCDO, USAID, World Bank, ADB), with solid knowledge of donor compliance frameworks, monitoring systems, and reporting standards.
- Proven contribution to policy formulation and/or technical advocacy at national or subnational levels, particularly in environment, climate change, or energy transition.
- Strong knowledge of Indonesia’s environmental and climate policy landscape, including regulatory frameworks and national commitments.
- Demonstrated collaborative and results-oriented leadership, with the ability to motivate and guide diverse, multidisciplinary teams.
- Established professional networks with ministries (KLHK, EBTKE–MEMR, Bappenas), local governments, private sector, academia, CSOs, and local communities.
- Strong analytical, writing, and presentation skills in both English and Bahasa Indonesia.
- Proven ability to produce high-quality technical and policy reports, project proposals, and academic publications.
- Prior experience in NGOs or think tanks engaged in policy research, evidence-based advocacy, and capacity building.
- Knowledge of Gender Equality, Disability, and Social Inclusion (GEDSI), with the ability to integrate these principles into programme design and implementation.
Contract Details
- Duration: 12 months, including a 3-month probationary period to assess alignment with IREEM’s values, work culture, and performance standards.
- Contract Type: Full-time, fixed-term employment in accordance with Indonesian labour law.
