Job Description

The Global Buildings Performance Network (GBPN) is a globally and regionally focused non-government not-for-profit organisation whose mission is to provide policy expertise and technical assistance to advance building energy performance and realise sustainable built environments for all. With team members located around the World in Indonesia, India, Australia, and Europe, GBPN brings over 10 years of knowledge and innovation to sustainable building policy reform. With every project, governments leverage our intellectual capital, our experience, analysis, evidence and our network.

GBPN goal is to contribute to the building sector achieving its full energy savings and CO2 mitigation potential of more than 2.1 Gt by 2030.

To do that, GBPN assists governments and industry to implement climate change actions in their building sectors that help achieve their commitment to the Paris Climate Agreement and Sustainable Development Goals (SDG).

Context & Reason for the Hire

Over the past three years, GBPN has experienced rapid organizational growth and expansion of services, particularly in Indonesia and India. There is also the very real issue of time running out. If we are to achieve zero emissions by 2030, incremental change is no longer enough, we need to think and act bigger and faster.

GBPN works using a unique coalition model that connects local policymakers and building professionals with industry-leading experts to reform building policies to achieve zero-emissions goals. We combine global insights with local action changing building policy through education, support and collaboration.

GBPN’s operation in Indonesia started in late 2019 and has continued to grow with the goal to become a trusted partner and thought leader in providing sustainable and innovative solutions to achieve Zero Emission Buildings in Indonesia. We have provided policy and technical assistance to policymakers, private sector, academicians/ researchers and other key stakeholders to support the government in meeting its climate goals through the building sector.

To ensure the effectiveness, accountability, and continuous improvement of our programs, we are seeking a highly skilled and motivated Monitoring, Evaluation, and Learning (MEL) Senior Officer to join our team.

Scope of Work

The MEL Senior Officer will be responsible for designing, implementing, and managing monitoring, evaluation, and learning systems to ensure the organization achieves its program objectives. The MEL Senior Officer will provide technical leadership in data collection, analysis, and reporting, and will facilitate learning processes to improve program quality and impact.

The MEL Senior Officer’s Scope of Work will include, but is not limited to:

  1. Monitoring and Evaluation System Development:
    • Design and implement robust MEL frameworks, tools, and systems for tracking program performance and impact.
    • Develop indicators, data collection methods, and reporting templates aligned with program goals and donor requirements.
    • Ensure MEL systems are integrated into all stages of the project cycle (planning, implementation, monitoring, and evaluation).
  2. Data Collection and Analysis:
    • Oversee the collection, validation, and analysis of quantitative and qualitative data.
    • In coordination with project/program manager, conduct regular field/client/partner visits to monitor program activities and verify data quality.
    • As applicable, use relevant software to analyse data and generate insights.
  3. Reporting and Documentation:
    • Prepare high-quality MEL reports for internal and external stakeholders, including donors and partners.
    • Ensure timely submission of reports in compliance with donor requirements.
    • Document best practices, lessons learned, and success stories to inform program improvements.
    • Update information in the GBPN’s project management tool (i.e. ClickUp) and shared folders in the Google drive regularly.
  4. Learning and Knowledge Management:
    • Facilitate learning sessions with project/program team and partners to reflect on program performance and identify areas for improvement.
    • Develop knowledge products (e.g., case studies, briefs / notes, and presentations) to share insights and evidence.
    • Promote a culture of learning and adaptive management within the organization.
    • Support knowledge building and knowledge sharing events within the GBPN team.
  5. Capacity Building:
    • Train program staff and partners on MEL concepts, tools, and methodologies.
    • Provide ongoing technical support to ensure effective implementation of MEL activities.
  6. Compliance and Quality Assurance:
    • Ensure all MEL activities adhere to organizational policies, donor requirements, and industry standards.
    • Conduct regular data quality assessments and address any gaps or inconsistencies.
  7. Others: Deliver ad-hoc support to other GBPN teams (if needed).

Skills and Qualifications

  • Education:
    • Bachelor’s degree in Monitoring and Evaluation, Project Management, Economy, Policy, Social Sciences, Development Studies, or a related field. A Master’s degree is preferred.

    Experience:

    • Minimum of 5 years of experience in monitoring, evaluation, and learning, preferably in the international development sector.
    • Proven experience in designing and implementing MEL frameworks for complex projects/programs with multiple stakeholders, preferably in the areas of policy reforms, sustainable buildings, energy conservation or climate change reforms.
    • Strong knowledge of qualitative and quantitative research methods and data analysis techniques.
    • Experience working with donor-funded projects and familiarity with donor reporting requirements (e.g., UN agencies or other multilateral agencies, bilateral agencies such as UK / Australia / USA).

    Skills and Competencies:

    • Excellent analytical, problem-solving, and critical thinking skills.
    • Strong written and verbal communication skills, with the ability to present complex information clearly.
    • Ability to work independently and as part of a team in a multicultural environment.
    • Strong organizational skills and attention to detail.
    • Strong facilitation skills to lead stakeholder discussions, training sessions, and workshops.
    • Proficiency in project management tools and software.
    • Native Bahasa Indonesia speaker and fluency in English (written and spoken).
    • Ability to produce comprehensive reports and present complex information in a clear and concise manner.
    • Ability to adapt to changing circumstances, handle multiple tasks simultaneously, and solve problems efficiently.

Preferred Qualities

  • Experience in engaging and working on MEL with/for government projects and programs will be added advantage.
  • Sound knowledge of the climate change agenda in Indonesia is a plus.

Conditions

This position is available for immediate commencement  and subject to successful 3-month probationary period, and is offered for service consulting contract for 252 working days  over a 19 month period (1 June 2025 – 31 December 2026) with possibility for extension.Communication with GBPN team members around the world is largely online and may require travel or working outside normal working hours (only if needed). The position is a remote working position, based in Jakarta/ surrounding area.

This consultant’s position is subject to quarterly performance reviews and related funding availability.

Terms of Payment

Payments are outcome based and will be released  in arrears on a quarterly basis.

The individual consultant or the associated service provider can issue  a monthly invoice at the end of each month. However, the payment will be processed on a quarterly basis (the 3 invoices paid at once) subject to satisfactory outcomes and funding as secured by GBPN.
