CATHOLIC RELIEF SERVICES JOB VACANCIES 2025
Purpose
The purpose of this assignment is for a consultancy to provide on-going legal consultations to Catholic Relief Services (CRS) for one year period.
CRS Background
CRS is an international non-governmental organization (NGO) supporting relief and development work in over 100 countries around the world. CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs.
CRS has been implementing program activities in Indonesia since 1957 under the Memorandum of Understanding with the Ministry of Social Affairs and has long-standing relationships with the Government of Indonesia, the Church and non-Church partners, and communities throughout the country. The Indonesia country program focuses primarily on the areas of community development, humanitarian assistance/emergency response, disaster management, climate change adaptation, and agricultural livelihoods, as well as capacity building for local partners in emergency response programming.
Objectives for Consultancy
CRS currently is looking to engage with the consultant to provide legal compliance consultancy services as below:
Legal Representation and Mediation:
The lawyer will be responsible to represent CRS in any type of litigation and other legal proceedings, draw up legal documents and manage or advise CRS on legal transactions and counselling CRS about legal options. Will provide mediation between CRS and other parties, as needed, as alternative to litigation and other legal proceedings.
Laws and Regulations:
The lawyer should interpret and study laws, constitution, statutes, decisions, regulations, and decrees that have or may have impact on CRS operations. S/He should provide legal advice, identify implications from legal precedents and research for relevant legal materials to aid decision making. Includes, but not limited to, tax obligations, social security fund, employment contracts.
Legal assistance regarding contracts for employees, consultants, vendors/service suppliers:
Provides legal support, pertinent information, and review regarding contracts either for employee, consultant, vendor/supplier or any other entity that has work with CRS and support in dispute resolution issues related to the contracts and government funding agreements. Also, to ensure that the organization is adhering to the legal guidelines of Indonesia Government of regulations. Provide legal consultation on employee separations (such as redundancy, gross misconduct, poor performance, etc.) to ensure compliance with Indonesia Government of labour law.
Overseeing legal documentation:
Reviews the preparation of specific documents. This ensures that the organization’s financial statements, legal contracts, CRS policies and procedures and other legally binding documents are drafted so that legal guidelines can be adhered to. This involves reviewing and reading through early drafts of government proposals, policy and procedure guidelines and other types of legal documentation and editing out improper legal terminology before final drafts are published. May also include donor agreements as necessary.
Reporting:
Responsible for timely and proper fulfilment and reporting of all tasks entrusted.
Expected Outputs:
Will depend on legal consultation provided and respective deliverables required and agreed upon. May include, but not limited to, the following:
- Well-written, legal memoranda containing comprehensive analysis and advice on labor law matters, addressing specific issues or providing general guidance as required by CRS.
- Analysis of employment decisions, and related costs, based on local labour law outlining the calculations, deductions, and any additional factors.
- Other supporting documents required for legal proceedings, such as power of attorney authorizations, legal briefs, court submissions, or any additional documentation necessary for the representation of CRS to government entities, labour disputes, or other related cases.
Qualification:
For Firm or Individual:
- A minimum of 5 years of experience working with and representing International Non-Governmental Organizations on legal matters.
- Experience working with government preferred. Diverse team experience across legal areas (litigation, labour law expertise, social insurance law, tax law).
- Certification to practice legal representation in.
For Firm Partners or Individual:
- Master’s degree in Business Law;
- Strong communication and negotiation skills;
- Fluency in English;
- Excellent written and oral skills.
Timeframe
CRS will engage the consultant for a one-year period. Potential to renew on an annual basis.
Key Working Relationships
The Consultant contract will be managed by: Deputy Country Manager
Working relationships will be with: Operations Manager
- Fees and Payment Method/Schedule
- Fees and payments will be established based on a quote for service, either as a monthly retainer or an hourly rate schedule depending on CRS needs.
CRS will withhold any applicable taxes as per local regulations. Payments will be made via bank transfer directly to the consultant’s bank account.
