Technical Advisor for Housing Loans

Background

A significant portion of the Indonesian population, particularly in low-income areas, lives in substandard housing. Microfinance for housing, or M FH, helps low-income families who can’t access traditional mortgages. Credit unions provide small, manageable loans specifically designed to improve or expand existing homes, or even build them gradually through a series of smaller loans. The extension of credit is often constrained by a lack of expertise difficult to assess the quality of work and ensure projects meet safety standards. Unforeseen problems during renovations can lead to exceeding budget and straining the borrower’s finances, increasing the risk of loan default.

KOMIDA offers loan programs to assist low-income women with financing for housing upgrades. As part of their business model, KOMIDA seeks to enhance their loan product by ensuring the safety and functionality of the planned upgrades.

The Technical Advisor will collaborate with managers, branch staff and loan officers to contribute to the business model by increasing utilization by low-income women seeking safe and functional housing upgrades. The consultancy is designed to improve existing loan products to ensure funds are invested in effective and sustainable improvements, making loan repayments more manageable and building confidence in safe and code-complaint upgrades to attract more borrowers, expanding the positive impacts of housing microfinance.

Scope of Work

The objectives of this consultancy are to provide technical advisory services to improve housing improvement loans for more impactful products.

Specific objectives are:

  • To improve branch staff understanding of technical considerations for housing upgrades and safe construction practices, equipping loan officers with knowledge to discuss technical considerations with borrowers effectively.
  • To streamline the business process for loan provision with enhanced guidance and tools for delivering loan products, contributing to borrower understanding of safe housing upgrades.
