Program Background
Prospera Phase 2 is Australia’s flagship economic governance partnership with Indonesia, supporting the Government of Indonesia (GoI) to advance sustainable, inclusive and climate-resilient economic growth. Building on nearly three decades of cooperation, the program delivers high-quality, demand-driven policy advice, institutional strengthening and Australian Public Service (APS) partnerships aligned with Indonesia’s national priorities and Australia’s economic diplomacy objectives.
The program is structured around two mutually reinforcing End-of-Program Outcomes:
- Strengthened macroeconomic, financial and public financial management systems that support sustainable, climate-resilient and inclusive growth.
- Expanded markets, jobs, trade and investment through improved economic policy and reform implementation.
Across both outcomes, Prospera Phase 2 emphasises politically informed and evidence-based reform, sustained institutional capability, and locally led solutions. Gender equality, disability and social inclusion (GEDSI), climate and energy transition, and localisation are embedded across all areas of engagement.
Purpose of the Role
Prospera Phase 2 is seeking an experienced Procurement & Grant Manager to oversee all procurement and grant activities in compliance with Australian Commonwealth Procurement Rules (CPR) and Commonwealth Grants Rules and Principles (CGRPs). Reporting to the Operations Manager, the successful candidate will manage the full procurement and grant cycle from planning and tendering to contract award and performance monitoring, while supervising the procurement team, maintaining audit-ready documentation, and coordinating closely with finance and program teams. The ideal candidate holds a bachelor’s degree with at least 7 years of relevant experience, has a strong understanding of value-for-money principles, preferably with exposure to international donor-funded projects, and is fluent in both Bahasa Indonesia and English.
Key Responsibilities
With support from the Operations Manager, the Procurement and Grant Manager will:
Apply detailed understanding of procurement and grant requirements
- Oversee all procurement and grant activities to be in accordance with Commonwealth Procurement Rules (CPR), Commonwealth Grants Rules and Principles (CGRPs), and in compliance with PROSPERA Operations Manual.
- Identify procurement and grant needs and consult with relevant Program Leads and Managers to obtain feedback and approval of the procurement plan.
- Prepare procurement and grant schedules, budget allocations and operational requirements in coordination with Finance team and relevant program team.
Implementation of Procurement, Grantand Contract Management
- Lead the subcontractors/supplier’s selection and grant process.
- Manage the full procurement and grant process cycle including planning, tendering, evaluation, notification, contract award, and contract management.
- Prepare and review procurement documents such as Terms of Reference (TOR), Request for Proposal (RFP), Request for Quotation (RFQ). In coordination with the Finance Manager, reviewing financial proposals/budgets submitted by the bidder/grantee.
- Prepare procurement and grant selection reports and facilitate the necessary approvals from Senior Management, including DFAT when required.
- Undertake financial proposal negotiations as required and prepare the contract/agreement for the successful bidder/grantee.
- Liaise with the Prospera Finance Manager and or Operations Manager to ensure budget availability to cover contracts.
- Selecting the technical assessment panel and brief them on relevant procurement process and on the needs of compliance with PROSPERA’s Operational Manual and CPR.
- Conduct due diligence processes and preparing draft sub-contractor/grant agreements including Basis of Payment, Scope of Services in consultation with Operations Manager and Program team.
- In coordination with Program Leads and the team, managing grant and subcontractors’ contract completion, extension, agreement variation, and/or renewal as required.
- Ensure efficient use of grant funds by minimizing unnecessary costs, properly documenting expenses, maintaining strong internal controls, and responding promptly to audits and reviews.
- Coordinate contract and grant implementation with program and finance teams including monitoring all outputs/deliverables as outlined in the Scope of Service, as well as completing the subcontractor/supplier/grantee performance assessment.
- Maintain effective working relationships with subcontractors/suppliers and ensure quality and reliability of deliverables/output.
- Ensure procurement and grant decisions deliver value for money while maintaining quality standards.
- Conduct induction for newly appointed subcontractors upon contract signing to ensure awareness of operational requirements and payment procedures before program implementation.
Audit
- Support Prospera internal and external procurement audits
- Manage the record of all agreements, order documents (Purchase Order/Service Order), and record of each agreement’s milestone payments.
- Maintain accurate documentation (softcopy and hardcopy) and audit trails for all procurement processes.
- Maintain a register of preferred suppliers, ensuring performance monitoring and compliance with Prospera and DFAT standards.
- Monitor risks and address procurement-related issues to Operations Director/Manager as required.
Leadership and Coordination
- Prepare regular update on status of procurement process across PROSPERA for management review.
- Supervise procurement and grant staff members and provide technical guidance when required.
- Organize regular team meetings or update sessions to enhance coordination and information sharing among team members.
- Ensure performance review of team members and provide feedback or support to promote best practice within the team.
- Coordinate with across departments to ensure procurement requirements are clearly defined and properly documented.
- Any other duties as reasonably requested by the Operations Director, Operations Manager, or Team Leaders.
Qualifications and Selection Criteria
The ideal candidate will possess strong qualifications and experience as follows:
- Bachelor’s degree, or associated qualifications combined with relevant practical experience (minimum 7 years), or equivalent combination of education and experience.
- Strong computer skills and good knowledge of relevant software applications.
- Demonstrated understanding of the Australian Commonwealth Procurement Rules, Commonwealth Grants Rules and Principles (CGRPs) and Value for Money principles.
- Experience in supporting international donor projects is highly regarded.
- Fluency in both Bahasa Indonesia and English (written and oral), and excellent communication skills including experience working cross-culturally.
- High level computer skills in Word processing, Excel spreadsheet and Power Point applications, Microsoft Outlook and other project management tools are highly regarded.
