About the Project
Drawing from the lessons learned during the implementation of PROSPER III, and as part of CARE and Cargill’s new data-driven framework, CARE has developed a comprehensive model that integrates business training, access to flexible financing, technical assistance, digital technology, and linkages with strategic networks (financial institutions, local governments, and private companies). This model has proven effective not only in increasing income but also in transforming community structures and enhancing women’s participation in economic, political, and environmental decision-making.
Through a series of participatory dialogues with village leaders, women participants, and representatives of P.T. Hindoli, the project identified key gaps in income, participation, and coordination within the palm oil replanting program. The proposed extension of PROSPER III directly responds to these community-prioritized needs by aligning the proposed solutions with existing government frameworks such as MBG, RBI, and the Red and White Cooperatives. The overarching goal is to support Indonesia’s rural development and palm oil replanting strategy by institutionalizing scalable models for women’s leadership, inclusive governance, and resilient local food systems. This goal builds directly on the achievements of PROSPER III and aligns with CARE and Cargill’s commitments to sustainability, gender equality, and inclusive food systems. The program adopts a systems-change approach focused on long-term, institutionalized impact in palm oil–producing communities.
During the PROSPER III Extension, the program will focus on:
- Economic empowerment and cooperative graduation,
- Institutionalized social protection through the integration of Ruang Bersama Indonesia (RBI),
- Integration of food and nutrition systems, and
- Governance and policy through the institutionalization of the District Forum.
To implement this initiative, Yayasan CARE Peduli (YCP) is looking for qualified and dedicated Field Officer to support the implementation of program in specific area on GEDSI.
Job Objective/Summary
The Field Officer will support the Project Manager to ensure effective and timely project implementation and will have specific responsibilities in the field, focusing broadly on GEDSI.
In addition, the Field Officer is responsible for the quality and effectiveness of YCP and for coordinating and operationalizing activities at the sub-district level (Sungai Lilin, Keluang, and Tungkal Jaya), Musi Banyuasin District, South Sumatera Province.
This position will report directly to and be under the supervision of the Project Manager. The main focus of this role is to provide implementation and operational support, work closely with sub-district and village levels, and carry out project monitoring.
Duties and Responsibilities
Project/Program Management
General:
- Act as the focal point and follow-up for field-based activities, ensuring effective communication with sub-district and village stakeholders, and maintaining regular contact with local government partners for coordination, planning, implementation synergy, reporting, monitoring, and evaluation.
- Ensure ownership and compliance with project guidelines, Standard Operating Procedures (SoPs), and compliance instruments to support smooth implementation.
- Coordinate and monitor field-level activities to ensure timely implementation and delivery of quality results aligned with project objectives.
- Provide administrative support in coordination with the Project Manager and Finance & Administration Staff for project implementation across the three sub-districts (Sungai Lilin, Keluang, Tungkal Jaya).
- Ensure adherence to YCP and Donor program principles, project standards, and YCP organizational values, and take corrective actions where needed.
- Support the coordination and implementation of activities aimed at strengthening local institutions and building community capacity.
- Assist in establishing structures, procedures, and processes for institutional arrangements, and communicate recommendations to relevant authorities.
- Identify and facilitate targeted skills development initiatives for community groups.
- Identify and promptly communicate implementation challenges to project management at the district or Jakarta level.
- Provide additional administrative and technical support to the Project Manager and YCP as required.
Specific_GEDSI area:
- Support the implementation of community economic empowerment activities, particularly for women, by strengthening the capacity of VSLA members to contribute effectively to the Red and White Cooperative.
- Assist women’s groups in villages and district governments in strengthening communitybased social protection mechanisms through RBI.
- Ensure the active participation of women, persons with disabilities, and marginalized groups in the production, distribution, and consumption of food, and in village-level Free Nutritious Food activities.
- Ensure that the voices of women, persons with disabilities, and marginalized groups are represented in multi-stakeholder forums at the district and village levels as platforms for coordination, advocacy, and inclusive decision-making.
Administration, Accountability and Logistics
- Support the Project Manager in ensuring proper documentation of all financial and procurement transactions under the project in accordance with YCP policies and guidelines.
- Support the Project Manager in ensuring timely reporting and financial and procurement settlements under the project, in coordination with the Administration and Finance Staff.
- Support the Project Manager in closely collaborating with the Jakarta-based team during audit processes (if applicable).
Monitoring, Reporting and Documentation:
- Support timely monthly reporting to the Project Manager.
- Support the Project Manager in providing regular (monthly) updates to donor representatives in the field.
- Support the Project Manager in preparing quarterly and annual reports to track progress with local government and donors.
- Support the Project Manager in the development of work plans, action plans, and training materials.
- Support the Project Manager in project implementation activities and in reporting on budget achievements based on the project work plan.
- Support the Project Manager in ensuring that all project monitoring and quality documents (Stakeholder List, Beneficiary Summary Sheets, Monthly Distribution Reports, etc.) are properly completed and verified for accuracy.
- Support the Project Manager in reviewing the quality of available data, collection methods, and the extent to which data provides reliable information for monitoring and evaluating project results.
- Support the Project Manager in verifying the progress of all related interventions using gender performance indicators included in the Activity Monitoring and Evaluation Plan.
- Work with the Women’s Empowerment and Gender Specialist to collect sex-disaggregated data, monitor all community-level indicators, and apply gender analysis tools to identify potential gaps and barriers.
Government Liaison/External Relations:
- Represent YCP for the day-to-day project implementation with the donor and local government at sub-district level.
- Establish and maintain positive working relationships with stakeholders at sub-district levels.
- Support the Project Manager to ensure YCP program features represented in different media like print, electronic and social media.
Requirements
Education, experience and technical competencies
- Education: Bachelor’s degree or equivalent in a relevant field (Social Sciences, Law, Development Studies, Public Administration, Business Administration, etc.).
Experience:
- Minimum of 3 years of experience in project management, particularly in community engagement and capacity building.
- At least 3 years of experience in gender issues and gender-based violence.
- At least 2 years of experience working as a development professional with NGOs or other civil society organizations.
- Proven experience in project monitoring and evaluation, as well as project management implementation.
Skills & Competencies:
- Experience in delivering training and facilitating group discussions or workshops for stakeholders/beneficiaries (highly desirable).
- Background in organizational development and change management (preferred).
- Strong skills in communication, stakeholder engagement, and advocacy with local governments at the provincial, district, sub-district, and village levels.
- Location Requirement: Must reside in and have strong knowledge of South Sumatra Province, particularly the Musi Banyuasin area (mandatory).
