Programme Officer – Higher Education (PO – HE)
EU-ASEAN Sustainable Connectivity Package – Higher Education (SCOPE-HE)
Location: Jakarta, Indonesia
Duration: One-year contract with possibility of renewal
Salary: Range: IDR 16,688,551 – 21,040,555 gross per month, commensurate with qualifications and experience.
Programme Objectives and Scope
In today’s interconnected world, promoting exchanges and fostering people-to-people connectivity is increasingly vital for sustainable development and global collaboration. The European Union (EU) and the Association of Southeast Asian Nations (ASEAN) have a long-standing history of working together in trade facilitation, regional economic integration, transport, and people-to-people connectivity in education and research. Over the last four decades, both have emerged as dynamic regional blocs, fostering economic growth, cultural diversity, and cooperation among their member states. Both strive to balance economic and financial stability with environmental responsibility while ensuring society benefits from connectivity.
Access to higher education has expanded in the ASEAN region, enrolment rates have risen, and the quality of education has improved over the last four decades. However, challenges remain in realising the full potential of higher education, technical and Vocational Education and Training (TVET), and research, such as quality assurance, equitable access to education and training, skills gaps, and strengthening research capacity.
Nuffic Southeast Asia and DAAD have designed an EU-funded programme to respond to these challenges in the Southeast Asia region. The EU-ASEAN Sustainable Connectivity Package-Higher Education (SCOPE-HE) programme aims to strengthen the connection between ASEAN and the EU by focusing on gender equality, women’s empowerment, digital skills, and green skills within the Master Plan on ASEAN Connectivity 2025 (MPAC). Through this initiative, individuals, institutions, and societies in both regions will benefit from enhanced knowledge-sharing, inclusive practices, and a more robust global partnership.
The SCOPE- HE programme consists of 3 components that strengthens:
- Student and academic mobility, intra-ASEAN and between the EU and ASEAN, complementing the Erasmus+ programme in line with the relevant ASEAN strategy and action plan.
- EU-ASEAN cross-regional university networks to tackle global challenges jointly by fostering research and technological connectivity.
- ASEAN regional network of Vocational Education Institutions and businesses focusing on the “green transition”, “sustainability”, and “digital transformation”.
The SCOPE-HE programme does so by:
- Providing capacity building for Higher Education Institutions (HEI), TVET organisations, and individuals.
- Providing technical assistance where and when external input is needed on relevant matters.
- Organising policy dialogues to exchange ideas, share best practices, and align strategies to achieve common goals in education, skills development, and research within the ASEAN region and between ASEAN and the EU, and
- facilitating networking to connect individuals and institutions.
The programme takes an impactful approach based on evidence and adaptability, and that relies on the four core principles:
- A demand-driven approach adjusted to the specific needs and potential risks identified and aligned with the SEA region’s demand.
- Inclusion of regional and national partners to maximise the impact and create synergies by combining regional-level cooperation with key ASEAN bodies and targeted actions at the country level.
- A multidimensional approach to identify possible leverage, particularly on economic development, environmental sustainability, and digital connectivity with the other workstreams of the EU-ASEAN Sustainable Connectivity Package and the ASEAN Roadmap on the ASEAN Higher Education Space 2025.
- An impact-oriented approach includes collaboration, open communication, and information exchange.
Responsibilities and Main Duties
The Programme Officer for Higher Education (PO–HE) will support the Senior Programme Manager in implementing activities under Result Area 1, focused on Policy Dialogues on Higher Education, and Result Area 3, which addresses mobility and capacity strengthening of TVET institutions.
The PO–HE will contribute to programme delivery through responsibilities in programme management, stakeholder engagement, logistics, administration, finance, and communications support—particularly in relation to Result Area 1 of the EUR 9.3 million SCOPE-HE programme, implemented over a four-year period.
The Programme Officer will be accountable for the following tasks:
- Programme Support: Support the Senior Programme Manager in planning and implementing activities under Result Area 1 (Policy Dialogues on Higher Education) and Result Area 3 (Mobility and Capacity Strengthening of TVET Institutions). Proactively identify and propose solutions to address challenges encountered during
implementation. - Day-to-day Management: Plan, coordinate, and oversee daily operations under Result Areas 1 and 3, ensuring that all activities advance in line with the established work plan and timelines.
- Stakeholder Engagement: Cultivate and maintain strong relationships with Higher Education Institutions (HEIs), key stakeholders, and subject matter experts to foster collaboration and ensure alignment with programme objectives.
- Logistics Management: Coordinate and manage logistical arrangements for events, meetings, and activities under Result Area 1, including venue bookings, travel planning, and related operational support.
- Administration: Handle administrative tasks related to Result Area 1, including documentation, record-keeping, and coordination of paperwork. Ensure smooth communication and collaboration within the team and with external partners.
- Financial Oversight: Manage financial aspects under Result Area 1, including budget tracking, expense reporting, and ensuring compliance with financial procedures. Collaborate closely with the Finance Manager and Finance & Administration Officer to align financial processes with programme and organisational standards.
- Support to Communication Manager: Collaborate with the Communication Manager to develop and produce content related to Result Areas 1 and 3, supporting the promotion of programme activities across multiple communication platforms.
- Support to Monitoring, Evaluation & Learning Officer: Assist the Monitoring, Evaluation, and Learning Officer in effectively collecting data and evidence in Result Area 1 ensuring the programme has reliable information to make decisions and achieve the goals.
- Reporting: Prepare timely and accurate progress reports on activities under Result Areas 1 and 3, ensuring relevant updates are shared with the Senior Programme Manager and other key stakeholders.
Qualifications
- Bachelor’s or Master’s degree in a relevant field such as Higher Education, International Development, Business Administration, or a closely related discipline.
- Minimum 5 years of experience in programme management, preferably within international development or a related field. Candidates with at least 3 years of experience in international educational are strongly encouraged to apply.
- Familiarity with Higher Education environments and institutions is an asset.
- Strong interpersonal and communication skills for effective engagement with HEIs, stakeholders, and subject matter experts.
- Proven experience in managing logistics, administration, and coordinating day-to-day programme activities.
- Basic understanding of programme budgeting, monitoring, and evaluation processes.
- Proficient in Microsoft Office and Outlook, with particular strength in MS Excel and PowerPoint.
- Excellent command of English, both written and spoken.
