Position Overview
The Program Development Manager plays a key role in shaping, coordinating, and overseeing the design and delivery of CIRCLE Indonesia’s consultation services. This position requires a strategic thinker with a strong background in research, Monitoring, Evaluation, and Learning (MEL), along with substantial experience in capacity building. The ideal candidate is not only highly skilled but also deeply committed to strengthening civil society organizations (CSOs) and contributing to meaningful, transformative social change.
Key Responsibilities
- Lead the identification, collection, and analysis of client needs related to institutional development, training, research, and other consulting services. This includes engaging with a broad range of stakeholders such as NGOs, bilateral and multilateral agencies, UN organizations, and other development partners.
- Develop customized consultation proposals aligned with the specific goals and requirements of prospective clients, in collaboration with the Director or Consultant Team.
- Contribute directly as a consultant in delivering services within your area of expertise.
- Oversee and support the consultation team by ensuring effective coordination, technical guidance, and administrative support throughout project implementation.
- Assist the Executive Director in managing day-to-day coordination with the secretariat team to ensure program efficiency and promote the visibility of CIRCLE Indonesia’s work.
- Prepare detailed reports documenting project status, key challenges, achievements, and lessons learned, to be submitted to the Executive Director.
Required Qualifications
To be considered for this position, candidates must meet the following criteria:
- A degree in Social Sciences, International Development, Statistics, or a related field; a Master’s degree is highly desirable.
- At least three (3) years of relevant experience in a research institution, development organization, or consulting firm, with a proven record in program development and/or capacity building.
- A solid understanding of Indonesia’s socio-economic context, with particular insight into the challenges faced by local CSOs and the broader development sector.
- Strong research and analytical capabilities, with the ability to synthesize complex data into actionable strategies.
- Demonstrated experience in Monitoring, Evaluation, and Learning (MEL), as well as in the design and delivery of capacity-building and training programs.
- Excellent analytical and problem-solving skills.
- Outstanding verbal and written communication skills in both Bahasa Indonesia and English, with the ability to engage effectively with a diverse range of stakeholders.
- Proficiency in data collection and analysis tools or relevant software applications.
