Founded as the Rural Development Institute in 1967, Landesa has helped more than 100 million families living in poverty gain legal control over their land. Landesa works closely with Landesa Indonesia, an Indonesia-based foundation, headquartered in Jakarta and established in 2023, that promotes social and humanitarian efforts related rural development and poverty alleviation focused on land rights and other natural resources, in addition to promoting the participation and social standing of women and marginalized communities. With secure land rights, especially for women, these families can eat better, earn more, educate their children, practice conservation, and achieve dignity for generations.

Landesa Indonesia, as part of the Landesa Global, through the Mangroves and Coastal Project, supports sustainable coastal and mangrove management, tenure security, and improved livelihoods for coastal communities in Indonesia. The project’s primary goals are to: (1) protect coastal mangroves, (2) strengthen tenure, livelihoods, and participation of local and adat communities, and (3) contribute to climate action through inclusive governance reforms.

To advance this mission, Landesa Indonesia seeks an experienced Senior Government Liaison Advisor to provide high-level advisory and liaison support with national and sub-national government institutions. The advisor will play a strategic role in policy engagement, government relations, and advocacy to advance Landesa’s work on land, mangrovesand coastal policy reform, community tenure systems, national-level engagement with government institutions, and gender equality and social inclusion (GESI) in Indonesia.

Objective of the Assignment

The main objective of this consultancy is to strengthen Landesa’s engagement and collaboration with key government institutions — particularly the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Ministry of Marine Affairs and Fisheries (KKP)- to achieve policy and pilot implementation outcomes that promote mangrove protection, tenure security, and community participation.

Scope of Work

Under the supervision of the Indonesia Programme Director, and in collaboration with Landesa Indonesia and Landesa, the Senior Government Liaison Advisor will perform the following tasks:• Refine and execute Landesa’s strategy and work plan, especially to identify and pursue opportunities to engage government at the national and sub-national levels;

  • Open government doors and help Landesa effectively navigate and respond to complex political situations and government bureaucracies;
  • Advocate for Landesa’s goals, and towards those ends, foster dialogue and collaboration between Landesa and various government stakeholders focused on pragmatic solutions;
  • Take on and champion special initiatives with national importance;
  • Contribute to Landesa’s law and policy efforts at the national and sub-national levels;
  • Provide advice and insights on sub-national governments’ agenda; analyze and promote opportunities to scale our pilot work; and join site visits to foster Landesa relationships with regional and sub-regional governments and advance strategic discussions;
  • Participate in government meetings, conferences, and other forums;
  • Help Landesa obtain the most current government perspectives, data, and policies needed to reach our goals; and
  • Support Landesa in building its team.

Additionally, the Contractor will:

  • Provide written advice and inputs to Landesa and participate in Landesa Indonesia team meetings, when requested;
  • Ensure compliance with Landesa policies, practices, procedures, and regulations including the US Foreign Corrupt Practices Act (FCPA); and
  • Perform other related duties as required or needed.

Duration and Work Schedule

  • Contract Period : 01 December 2025 – 31 March 2027
  • Extension : Renewable based on performance and program needs
  • Work Arrangement : Part-time consultancy, remote and field based as required.

Deliverables

  • Monthly activity reports summarizing key meetings, outcomes, and next steps.
  • Policy engagement strategy updates and documentation of government relation activities.
  • Written inputs or recommendations for Landesa’s policy analysis and advocacy materials.
  • Contributions to internal reports and strategic reviews.

Qualifications

  • Advanced degree in Law, Public Policy, Land Administration, or related fields.
  • Minimum of 10 years of experience working in government or with international development organizations in policy, legal, or public administration roles.
  • Demonstrated expertise in land policy, governance, and regulatory frameworks in Indonesia.
  • Strong understanding of government systems, decision-making processes, and political dynamics.
  • Excellent communication, negotiation, and networking skills with government and civil society stakeholders.
  • Proven ability to represent organizations in high-level policy discussions and maintain relationships of trust with government counterparts.
  • Commitment to Landesa’s principles of gender equality, inclusion, and transparency.
  • Fluency in Bahasa Indonesia and good command of English.

Management and Reporting
