Context:
Operational in Indonesia for more than 40 years, IOM Indonesia is one of IOM’s large missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking Labour Migration/Labour Mobility and Social Inclusion (CT-LM/LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Policy and Data Hub, and Resettlement and Voluntary Returns.
The Migration Health Unit works to deliver and promote comprehensive, preventive and curative health programmes that are beneficial, accessible and equitable for migrants and mobile populations in the region, through a constant coordination with the Migration Health Division. Bridging the needs of both migrants and governments in close collaboration with partners, IOM through Migration Health Unit promotes a public health approach to migrant and minority health and contribute to the physical, mental and social well-being of migrants, enabling them and host communities to achieve social and economic development.
Under the direct supervision of Head of Field Office in Surabaya and overall supervision by National Programme Officer and National Migration Health Officer in Tangerang, the incumbent will assist in the coordination, planning, implementation and monitoring of Health components at regional and local level in close coordination with the relevant units.
Responsibilities and Accountabilities
- Assist NMHO to ensure that all health components of the project are implemented in line with logical frame works;
- Support monitoring and evaluation of health programme for asylum seekers/refugees/ irregular migrants under IOM care (IOM beneficiaries) in Central region by providing compiled monthly report in a timely manner to SMHP;
- Compile monthly reports from RCA programme implementation locations and provide combined RCA Health Services provisions reports on a timely manner to Senior Migration Health Advisor;
- Support monitoring and evaluation of health program for asylum seekers/refugees/ irregular migrants under IOM care (IOM beneficaries) in IDCs in Central Region, community accommodations, and at interception sites in Central Region;
- Liaise with IOM panel health facilities (primary, secondary and tertiary care facilities) to assure access to clinical services while respecting IOM procurement and financial procedures and regulations;
- Liaise with relevant (health) authorities regarding the health issues of IOM beneficairies; facilitate for IOM beneficiaries to express their health needs and assure support provisions provided are inline with IOM Operations guidelines;
- Check that each location identifies and make necessary arrangements with secondary and tertiary care facilities for referral of migrants while respecting IOM procurement and financial procedures and regulations;
- Check that IOM health assistance for beneficiaries adheres to essentials of primary care principles, rational utilization of secondary and tertiary health care;
- Provide support on budgeting and verifying day to day operational needs in providing primary care based health service provisions and facilitation for preventive care and accessing secondary and tertiary care services including payment cycle to implementing partners;
- Check that emergency medical referral systems are establish in all locations to provide a time efficient medical attention to emergency medical needs in coordination with relevant authorities and IOM Health/Operations staff in the field;
- Manage need assessment, and health behavior of irregular migrants on a regular basis and inform NMHO on intervention such as health promotion and other needs on a regular basis;
- Provide technical guidance, training and coordination to other Programme Assistant (Health Care) in all sub-offices in Central Region as needed;
- Perform such other duties as may be assigned
Required Qualifications and Experience
Education
- University degree, preferably in Public Health, Medicine or Nursing with at least three years of experience in health services; or
- Completed High School degree from an accredited academic institution, with five years of relevant professional experience
Experience
- Indonesian National with good knowledge and experience in health services.
- Has working experience including in project management, administration and staff supervision;
- Experience in community development, public health and psychosocial fields related to health system;
- Prior experience working in health insurance and health promotion fields are advantages;
- Experience in liaising with governmental as well as national and international institutions preferred.
Skills
- Excellent knowledge of structures and functions of district health office and ministry of health;
- Excellent communication and negotiation skills;
- Ability to prepare clear and concise reports;
- Capacity to work effectively, strong strategic and creative thinking harmoniously with colleagues from varied cultures and professional backgrounds;
- Proficient in computer applications: Ms-Office.
Languages
Fluency in English and Bahasa Indonesia is required, both written and spoken.
