Context:

Operational in Indonesia for more than 40 years, IOM Indonesia is one of IOM’s large missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking Labour Migration/Labour Mobility and Social Inclusion (CT-LM/LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Policy and Data Hub, and Resettlement and Voluntary Returns.

The Counter Trafficking Labour Migration (CT-LM/LMSI) Programme works alongside and contributes to the strengthened capacities of government partners at the national and sub-national level, civil society organizations, international organizations, and the private sector to enhance measures to combat human trafficking and to promote safe labour migration. Under the direct supervision and guidance of the National Project Officer (NPO) and the overall Deputy Chief of Mission, the Project Assistant II will provide specialized technical and administrative support for the implementation of ongoing IOM Indonesia project on labour migration issue.

Under the direct supervision of the National Project Officer (NPO) of Counter Trafficking & Labour Migration Unit, the Project Assistant will support the coordination and implementation of the overall outcomes and outputs of the labour migration project under CT-LM/LMSI unit, including IOM regional projects under its Corporate Responsibility in Eliminating Slavery and Trafficking (CREST) initiative.

Responsibilities and Accountabilities

  • Provide general support to the NPO in the implementation and monitoring of project activities.
  • Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
  • Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.
  • Assist in the development or revisions of project plan, timeframes and cross cutting issues related to IOM Indonesia’s portfolio on CT/LM;
  • In consultation with the NPO, draft project workplans and assist in the coordination of detailed project implementation outlining clear strategies for the CT/LM unit;
  • Support in assisting the referral mechanism of victim of trafficking, under the supervision of NPO.
  • Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
  • Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
  • Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
  • Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions;
  • Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, government, private sector, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project. In addition, the Project Assistant should ensure meeting minutes and reports are filed, and that all project files are maintained and kept up-to-date.
  • Provide input to the NPO to implement the project components and inputs to the progress narrative reports and any other reports and information materials as requested by the NPO.
  • Assist in monitoring work of implementing partners, consultant and report non-compliances to the supervisor.
  • Verify all administrative and logistics arrangements for all project activities are carried out efficiently and effectively and that requests for payment due to service providers and local suppliers are accurate and necessary.
  • Provides guidance/training to new/junior staff.
  • Perform other related duties as assigned.

Required Qualifications and Experience

Education

  • University degree in Political/ Social Sciences, Law, International Relation or a related field from an accredited academic institution with at least three years of relevant working experience, or;
  • Completed High School degree from an accredited academic institution, with five years of relevant working experience.

Experience

  • Has working experience in implementation or development of counter trafficking or migration-related projects, including designing and delivering training to government and non-government stakeholders.
  • Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds.
  • Able to manage workload within general schedule of work, instructions and standard practices. Able to work with minimum supervision and maintain composure under pressure.
  • Team player and willing to travel to monitor project activities.

Skills

  • Indonesian National with Good knowledge and understanding of the counter trafficking context and labour migration in Indonesia.
  • Solid understanding of trafficking in persons, labour migration, and related national/regional framework and regulations.
  • Strong research and analytical skills.
  • Well versed in written and oral communication skills in English and Bahasa Indonesia, including the ability to explain and present technical information; able to draft written documentations in a clear and concise style in both English and Bahasa Indonesia.
  • Strong liaison and networking skills with state and non-state actors.
  • Strong training experience.
  • Proficiency in Microsoft Office tools like (word-processing, spreadsheet, database, e-mail).

Languages

Fluency in English and Bahasa Indonesia, both written and spoken.
