Context:

Operating in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities.  IOM Indonesia is engaged in several thematic areas, including: Counter Trafficking and Labour Migration (CT/LM), Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migrant Assistance, Migration Health, and Resettlement and Voluntary Returns.

The Resources Management Unit will contribute to the monitoring and supporting the budgetary financial, human resources and other administrative functions to ensure quality, effective and efficient resources management of the Country Office.

Under the overall guidance of the Chief of Mission and the direct supervision of the Head of Resources Management unit the incumbent will be accountable and responsible for coordinating the appropriate implementation of IOM instructions and procedures governing supply chain in the Country Office (CO), measured by IOM Supply Chain Objectives and Goals, The incumbent will be also responsible and accountable for assisting in the supervision of all the Supply Chain activities in IOM Indonesia.

Responsibilities and Accountabilities

  • Supervise and monitor the work of Supply Chain Assistants to ensure compliance with IOM policies and procedures and all supply chain management related tasks and activities, planning and timely delivery of goods and services in accordance with the mission’s program needs.
  • Review procurement and logistics requests, evaluation of service providers, and evaluate information regarding vendor’s performance in terms of quality, prices, and timely delivery of goods/services in accordance with IOM policy.
  • Assist Head of Resources Management in evaluating existing vendors, recommending alternative supply resources, and setting up long term agreements for recurring procurement needs, conduct market research to keep update on local market trends and developments.
  • Conduct monthly review of Procurement reports, investigate errors and delays, if any, and follow-up actions from relevant staff to close pending items.
  • Verify and review the quotations, bid analysis, analyze the offers assuring conformity to specified requirements; conduct appraisals and select suppliers, and confirm terms of payment; review purchase orders and ensure receiving authorization in line with the CO’s delegation of authority (DOA) matrix.
  • Provide technical guidance to the programme management in preparing and issuance of “Call for Proposals” and bidding documents for the tendering processes of the programmes/projects. Ensure bidding processes are conducted fairly, transparently and in accordance with the existing procurement rules and regulations.
  • Review the quarterly and annual physical inventory of assets in all offices as coordinated by Asset Controller, and based on results of the inventory, assist the Head of Resources Management in providing the appropriate recommendation and action.
  • Provide suggestions and technical guidance to improve internal control mechanisms for Supply Chain Management process to safeguard the Organization’s assets and prevent fraud, while ensuring that country specific administrative procedures are in place and followed in accordance with the Organization’s rules and regulations.
  • Provide training and technical guidance to the SCM staff and other relevant staff of CO, with respect to the related polices, rules, and regulations.
  • Participate and engage actively in the UN inter-agency meetings and forums related to supply chain management. Collaborate on sharing resources to achieve common goals and implementation of UN global initiatives.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in economics, logistics, supply chain management, operations management, finance or engineering, mathematics, or statistical analysis or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.

Experience

  • Has experience in managing and supervising logistics and procurement activities.
  • Has experience in administration, logistics and procurement, preferably in procurement/logistics at IOM, UN agency or other International Organization.

Skills

  • Has ability to prepare clear and concise reports and to analyze and interpret source information and data.
  • Proficient in computer application.
  • Have knowledge and experience in SAP is an advantage.
  • Excellent Negotiation and communication skills.
  • Sounds time management and commitment to quality skills.
  • Excellent leadership and decision making skills.
  • Technology savvy.
  • A strong sense of ethics.

Languages

  • Fluency in English and Bahasa Indonesia, both written and spoken.
