Context:

Operating in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities.  IOM Indonesia is engaged in several thematic areas, including: Counter Trafficking and Labour Migration (CT/LM), Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migrant Assistance, Migration Health, and Resettlement and Voluntary Returns.

The Refugee Care Unit contributes to the increased protection of vulnerable subgroups of displaced persons, such as refugees and asylum seekers, unaccompanied migrant children (UMCs), victims of sexual and gender-based violence, pregnant women, and the elderly, among others, through the establishment of referral mechanisms involving the active participation of specialized state and non-state service providers.

Under direct supervision of the Head of Sub Office of the respective Region, the incumbent will be responsible for facilitating access to basic needs, movement support and AVRR services for refugees under IOM care. This includes secure accommodation, distribution of monthly allowance, local transfers, resettlement and Assisted Voluntary Return (AVR) services.

Responsibilities and Accountabilities

  • Manage all aspects of the operational, logistical, administrative, budgetary and financial activities and review and ensure that payments for service providers and local authorities are correct and necessary;
  • Represent the Field Office in all interactions with high-level government and act as contact person; establish and maintain relationships with local government, local representatives of national government, community leaders and, in particular, Immigration and Police to assist in the delivery of projects partnered with these agencies;
  • Maintain a detailed overview of Field Office strategic priorities across all areas of programming, including current and planned activities; share updates and generally consult with government and non-government partners as needed;
  • Ensure regular and effective coordination between all Field Office units, including Programme and RM. Facilitate various communication channels and adjust as needed;
  • Provide comprehensive monthly reports on each project being implemented in the field-office area;
  • Formulate concepts for potential projects in the area and assist Project Development Unit with the development of project proposals related to the area;
  • Advise the Head of Sub Office in the respective region and Chief of Mission on migration related trends in the area;
  • Oversee the provision of care and maintenance for refugees under IOM auspices in his/her area of responsibility and in strict compliance with IOM Operational Guidelines. This includes:
    • Ensure that services are provided to refugees under IOM auspices in a timely and efficient manner. Services and support to be provided include accommodation facilities, monthly cash allowance, medical assistance, mental health and psycho-social support (MHPSS), education and protection;
    • Ensure regular coordination between the Refugee Care, Medical and Resource Management units to ensure the smooth provision of comprehensive support to refugees;
    • Prepare and submit site-visit/weekly/monthly reports to the Head of Sub Office;
  • Ensure that local transfers and international resettlement movements are carried out efficiently and effectively in close coordination with Jakarta Operations and local government authorities;
  • Coordinate the field office team, including supporting staff development processes, providing training, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure high quality work and timely completion of field support activities;
  • Coordinate on security related matters with the Logistics & Security Assistant in Jakarta and local UNDSS office. Ensure that field office and its staff comply with MOSS and MORSS requirements;
  • Perform such other duties as may be assigned

Required Qualifications and Experience

Education

  • University (S1) Degree in Management, Economics, Political, Social Science, International Relations, Development Studies, Migration Studies, Human Rights or Business and Counseling with five years of relevant working experience, or;
  • Completed High School degree from an accredited academic institution, with seven years of working experience

Experience

  • Indonesia National with good knowledge of, and experience in project implementation and managing the administration and operational.
  • Have working experience in any of these fields, particularly in dealing with migrants, refugees/asylum seekers, livelihoods projects or community development projects, direct beneficiaries and/or trainings.
  • Experience in Managing a Team

Skills

  • Good communication skills, personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking.
  • Ability to lead, coach and work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Working knowledge of IOM procurement, admin and finance rules,
    Proficient in computer applications.

Languages

Fluency in English and Bahasa Indonesia, both written and spoken.
