VACANCY ANNOUNCEMENT Monitoring and Reporting Consultant – IDLO
The International Development Law (IDLO) is the only global intergovernmental organization exclusively devoted to promoting the rule of law to advance peace and sustainable development. IDLO works to enable governments and empower people to reform laws and strengthen institutions to promote peace, justice, sustainable development, and economic opportunity. IDLO in Indonesia is now working with the US Department of International Narcotics and Law to provide technical support to enhance the effectiveness, accountability, and transparency of the Indonesian Public Prosecution Service (PPS).
Overview & Responsibilities
In Indonesia, IDLO has partnered with the Indonesian Public Prosecution Service (PPS) to strengthen its capacity through enhancing its case management system and processes, as well as strengthening performance-based budgeting.
In fulfillment of IDLO’s results-based management approach to programming and commitment to monitor and report results effectively, every IDLO intervention is implemented by a Monitoring, Evaluation, and Learning (MEL) Plan that promotes learning, transparency, and accountability.
The Monitoring and Reporting Consultant interacts with relevant functions across the Organization, to support quality program design and implementation, as well as optimal internal and external transparency and accountability vis-a’-vis IDLO programming.
Under the direct supervision of the Field Programme Manager, Indonesia, and liaising closely with the Indonesia project team, with support from IDLO HQ, the consultant will be required to:
- Assist in updating and maintaining the project’s Monitoring, Evaluation, and Learning (MEL) Plan and associated Monitoring Framework in collaboration with the project team in Jakarta and Rome and relevant monitoring functions at HQ, recommending improvements and revisions when necessary;
- Conduct regular monitoring of the progress of the MEL Plan in line with IDLO Monitoring Guidelines requirements and templates;
- Develop, test, and apply data collection tools to obtain monitoring data from project beneficiaries and stakeholders;
- Oversee data collection and enter data into IDLO tracking tables and platforms, including performing quality checks of data and retrieving any missing data;
- Conduct surveys and data collection during the project’s training activities and input such data into the Training Information Management System (TIMS) of IDLO.
- Regularly update data related to monitoring and reporting into the IDLO platform.
- Monitor and update the indicator tracking table as well as discuss with the project team and technical consultants indicators achievements.
- Regularly contribute to reporting needs and assist the Field Programme Manager in drafting and reviewing internal and donor progress reports on a bi-weekly, monthly, and quarterly basis, or ad hoc as needed, as well as factsheets and training summaries and other requested products as required;
- Support the team in drafting and reviewing the project’s Final Report;
- Support the project’s external Final Evaluation as needed;
- Other relevant duties as requested by the supervisor.
Job Requirements
Work Experience:
- At least 5 years of relevant MEL experience, preferably within the international development sector.
- Experience in the Rule of Law sector is a significant plus.
- Experience with qualitative and quantitative data collection, data management systems, and data analysis.
Specific knowledge, skills, and behavioral competencies:
- Knowledge of standard MEL principles, results-based management, and program monitoring tools.
- Exceptional analytical and problem-solving skills.
- Excellent interpersonal communication skills as well as planning and organization skills.
- Excellent cross-cultural communication skills.
- Ability to work independently and remotely with limited supervision.
- Ability to work with teams and perform well under high pressure and according to time-sensitive schedules.
- Ability to establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the Organization.
- Keen sense of ethics, integrity, and commitment to IDLO’s mandate.
Languages:
- Strong professional oral and writing skills in English are required.
- Strong English drafting skills are necessary.
- Excellent Bahasa Indonesian reading, writing, and speaking skills.
